April 17, 1972
The Owasso Town Council met in regular session on April 17, 1972 at 7:00 p.m. in the
Town Hall.

The minutes of the last meeting were read and approved as read.
Attorney VanDall presented a contract which was accepted and signed by the Board for a
2-year contract with Oil Capital Trash Service, beginning April 1, 1972•
Mr. Peel moved we pay Attorney VanDallts expenses to a Municipal Attorney Meeting in
Norman for one day and night. Mr. Large seconded the motion. Ayes: Ross, Large, Peel,
Mowery, Duncan.
The Board discussed means of raising money for Phase I-A (Water Improvement) Pro3ect.
The following bids were opened for a riding tractor at 7:30 p.m.:
Tulsa Factory Branch Gravely Corporation $865.15 Tractor

A decision on the bids was tabled because no models were indicated. Herb Tyler will
check further on best buy.
Fd Hutchinson, representative of F}npire Construction Company said they had been waiting
for warm weather to resurface Main Street and expe~,ted to do the work next week. He
asked approval of claims of v`~'23,373•l-7 leaving a retainage of $20,809.62. Mr. Mowery
moved we approve the claims. Mr. Peel seconded the motion. Ayes: Ross, Peel, Mowery,
Large, Duncan.
Mr. Peel moved and Mr. Large seconded the motion to approve a proclamation declaring the
Month of May Senior Citizen Month. Ayes: Ross, Peel, Mowery, Large, Duncan.
Mr. Ross said the County Commissioner has a road grader that can be leased.
Mr. Ross read a request for a permit for a wig shop in a residential area. Our Ordinances
forbid a business permit for a residential area.

Jerry Myers, representing a committee, presented a detailed report on park expansion
and a swi.mmi.ng pool. He asked the Board to present a $150,000.00 bond issue for vote
in June. The $150,000.00 could be matched by a Government grant making the needed
$300,000.00 for the project.
Mr. Charney suggested the cost of a Municipal Complex be added to the Issue and all voted
together. After some discussion, a decision was tabled until next meeting because the
water expansion would be necessary to accomodate a swimming pool.
D. M. Sokolosky and Kenneth Woods asked for approval of contracts on "Pay back" of
water ~-~r-lines constructed in Ator Heights II Addition.
Attorney VanDall said he was working on a new contract form and expected to have it ready
for Board approval in two weeks. The Ator Heights Contracts were tabled until the new
forms could be reviewed.
