HomeMy WebLinkAbout1972.05.01_City Council MinutesMay 1, 1972 The Owasso Town Council met in regular session in the Town Hall May 1, 1972 at 7:00 p.m. Present: Joe Ross Robert Peel Dean Large V. D. Duncan Sharonell Stevens Bill VanDall John Edelman Josephine Downey Absent: John Mowery President of Board Vice President Trustee Trustee Acting Clerk Attorney Engineer Deputy Clerk Reporter and others Trustee The minutes of the last meeting were read and approved as read. Mr. Duncan moved and Mr. Large seconded the motion to transfer $2,000. from the Operating Fund to the Street Maintenance Fund. Ayes: Ross, Duncan, Large, Peel. A meeting consisting of Town officials, county representatives, city engineers and gnpire Construction Co. was held to discuss problems of Main Street. A list of grievences will be given Empire Construction Co., so the project can be finished. Bids were opened at 7:30 p.m. for a water main to Ator III Addition: W. N. Crouch $ 37,920.00 Miller Const. Co. 35,194.55 Williams Const. Co. 31,971.60 Mr. Large moved the bid from Williams Construction Co. be accepted pending approval of the State Health Dept. and the presentation of three sets of plans to the Town. Mr. Peel seconded the motion. Ayes: Ross, Large, Peel, Duncan. - The Council discussed and agreed that Phase 1-A and Phase 1-B of the proposed water improvement plan needs doing immediately. Mr. Large moved we ask Mr. Edelman to make application for a 55~ grant from the Federal Government. The remainder of the needed $520,000. to be raised by revenue bonds through OUA. Pis. Duncan seconded the motion. Ayes: Ross, Large, Duncan, peel. Mr. Peel moved the Town pay expenses for Mr. Ross, Mr. Edelman, and Mr. VanDall to Oklahoma City, to a meeting for more information on the Federal Grant. Mr. Duncan seconded the motion. Ayes: Ross, Duncan, Large, reel. Mr. Peel moved to extend the appointr.ents of Sharonell Stevens and Tom Rikkola three more years to December 31, 197, on the Planning Commission. Mr. Large seconded the motion. Ayes: Ross, Large, Duncan, Peel. The Council discussed TMAPC planning services at a cost of 25 cents per capita to cover assistance in mapping, grant applications and revising comprehensive plans. Mr. Peel read a letter from Oklahoma Municipal Retirement Fund representative, Edward A. Foley, regarding Town employee retirement. A meeting will be set in May to further discuss possibilities of retirement. ~` t `3 '"~ „r May 1, 1972 -- Minutes continued --- H.U.D. turned down our application for a 24" sewer line between 4th and 12th Streets. Mr. Large moved we accept rir. VanDall~s proposed contract with W.S.& W. on "Pay-Back" fees on sewer lines. Mr. Peel seconded the motion. Ayes: Ross, Peel, Large, Duncan. W.S.& W. will advertise for bids. The Council agreed there would be no "pay-back" on any line smaller than 6"~ water line. There was some -iiscussion on the swimming pool and municipal building proposal, with some disagreem~;nt as to design. Further discussion will be done at May 15 meeting.
