The Owasso Town Council met in regular session in the 'down Hall June 19, 1972 at 7:00 p.m.

The minutes of the last meeting were read and approved as read.
The vote on the Charter has been set for July 18. Mr. Anderson had written a letter to
the Council suggesting contacting people about the vote.
Mr. Ross presented a contract from Tulsa City Utilities for the purchase of water at
the rate of .12 per 1000 -- the same as we have been paying. Mr. Large moved the contract
be accepted. Mr. Peel seconded the motion. Ayes: Ross, Large, Peel, Duncan.
Mr. Large moved we approve a"pay-back"on water lines in Ator Heights II Addition, at the
rate of one-third of the water revenue from the addition, in the amount of $14,355.75 .
The "pay-back" to be made annually. Mr. Peel seconded the motion. Ayes: Ross, Large,
Peel, Duncan.
After some discussion on water rationing, the Board agreed the residents with even numbers
could water on Mondays and Wednesdays from 6:00 to 10:00 p.m., and the residents with odd
numbers could water on Tuesdays and Thursdays from 6:00 to 10:00 p.m. During the discussion,
Mr. Wilson asked several questions consisting of the cause of the shortage and means of
getting information to the public.
Mr. VanDall presented Ordinance No. 11,.7 providing for the regulation of the water supply
by the Town Council. Mr. Peel moved the Ordinance be accepted. Mr. Large seconded the
motion. Ayes: Ross, Peel, Large, Duncan.
Mr. Peel moved an emergency be declared. Mr. Duncan seconded the motion. Ayes: Ross,
Peel, Duncan, Large.
Mr. Large moved we accept the agreement of even numbered residents watering on Mondays
and Wednesdays, and Odd numbered residents watering on Tuesdays and Thursdays, all from
6:00 to 10;00 p.m. Mr. Peel seconded the motion. Ayes: Ross, Iaxge, Peel, Duncan.
Mr. Wilson asked that we curb the use of fireworks because of afire hazzard in the Town.
Mr. Large said the police department was keeping the fireworks under control.
Mr. Ross said we must do something about water treatment which is causing our water
shortage. He suggested eliminating "pay-backs" on water lines. He recommended we apply
for a $260,000.00 Government Grant through our engineer.
Mr. Peel moved we vote a $260,000.00 general obligation bond for water improvement, with
O.U.A. paying their fair share. Mr. Duncan seconded the motion. Ayes: Ross, Peel,
Duncan, Large. (General Obligation bonds would be paid through taxes, while Revenue Bonds
would raise each water user approximately $2.18 per month.)

Mr. VanDall_ presented Ordinance No. 11,.6 authorizing a retirement program for Town
F}nployees. Mr. Peel moved we adopt the Ordinance. Mr. Duncan seconded the motion.
Ayes: Ross, Peel, Duncan, Large.
Mr. Peel moved an emergency be declared. Mr. Large seconded the motion. Ayes: Ross,
Peel, Large, Duncan.
The Board is in agreement that an employee is any person who is now employed by the
Town on a regular, full time basis and receiving remuneration for same. Any employee
who was previously employed full time in an elected capacity by the Town will receive
full credit for the service under the Plan A adopted.
Mr. VanDall presented Resolution No. 40 pertaining to an agreement to pool and combine the
retirement fund with the retirement funds of other incorporated Cities and Towns, and the
Trust Indenture titled "Oklahoma Municipal Retirement Fund, effective as of July 1, 1972.
Mr. Peel moved the resolution be adopted. Mr. Duncan seconded. the motion. Ayes: Ross,
Peel, Duncan, Large.

Peel, Duncan, Large.
Mr. Gene Adams was present to discuss Planning Services for Tulsa County Communities
at a cost of .25 per capita through T.M.A.P.C. Broken Arrow, Sand Springs, Jenks and
Bixby are already subscribers to the services and T.M.A.P.C. hope to add Owasso and
Skiatook now and Collinsville later.
Mr. Peel moved Owasso Town participate at an approximate cost of $900. to the Town with
the remaining $3,600. being paid by the County. No second was heard and Mr. Peel with-
drew his motion for further discussion at the next meeting.
Mr. Herbert Hale complained that the street drainage problem in front of his shopping
center is still not satisfactory; He asked again for street lights at 5th and Carlsbad
and Beaumont Streets; and asked that "No Parking" signs be reinstalled in front of his
apartments on 7th and Atlanta.
The Council approved the transfer of the Refuse Fund balance for 1971-72 to the General
Fund as of June 30, 1972.
