8. Consideration and appropriate action relating to a request for Council approval of the
Consent Agenda. All matters listed under "Consent" are considered by the City Council to
be routine and will be enacted by one motion. Any Councilor may, however, remove an
item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non -
debatable.

C. Approval of Ordinance No. 885, an ordinance approving OPUD 04 -03, an amendment
to the Owasso Medical Campus PUD, proposing a 66.42 acre mixed use Planned Unit

Expressway, just north of the Owasso Market.

Staff will recommend Council approval of Ordinance No. 885 and has listed this item
in the consent section of the agenda based on Council actions taken February 20, 2007
to approve the planned unit development request.
D. Approval of Ordinance No. 886, an ordinance approving annexation request OA 07 -01,
consisting of approximately 0.33 acres, located north of East 86"' Street North, just cast
of the Owasso High School.

Staff will recommend Council approval of Ordinance No. 886 and has listed this item
in the consent section of the agenda based on Council actions taken February 20, 2007

9. Consideration and appropriate action relating to a reCluest for Council declaration of a sole
source provider and authorization for the City Manager to accept sealed bids and purchase
a hybrid - electric vehicle.

Staff recommends the City Council declare Toyota as the Sole Source Provider offering the
latest generation of Hybrid technology with the Advanced Technology Partial Zero
Emission Vehicle (AT PZEV) and automatic CVT Transmission in a four door sedan and
approval to accept sealed bids from Toyota dealers. In addition, staff recommends Council
authorization for the City Manager to purchase a Toyota Hybrid in an amount not to exceed
$30,000.

MINUTES OF REGULAR MEETING
Tuesday, February 20, 2007
The Owasso City Council met in regular session on Tuesday, February 20, 2007 in the Council
Chambers at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall
bulletin board at 5:00 p.m. on Thursday, February 15, 2007.
ITEM 1. CALL TO ORDER
The meeting was called to order at 6:31 p.m.
ITEM 2. INVOCATION
The invocation was offered by Don Cason, Hope Chapel.
ITEM 3. FLAG SALUTE
The flag salute was led by Councilor Kimball.

ITEM 5. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR COUNCIL APPROVAL OF THE CONSENT AGENDA
A. Approval of Minutes of the February 6, 2007 Regular Meeting and the
February 13, 2007 Special Meeting.
B. Approval of Claims.
C. Acknowledgement of receiving the monthly FY 2006 -2007 budget status
report.
D. Approval of an agreement between the City of Owasso and the City of
Collinsville for the purpose of providing jail services and authorization for the
Mayor to execute the service agreement.
E. Approval of an agreement between the City of Owasso and the Owasso Round
Up Club for the purpose of leasing the rodeo grounds located in McCarty Park
for the purpose of conducting rodeo activities and other horsemanship related
events; and, authorization for the Mayor to execute the user agreement.
F. Acknowledgement of receiving the FY 2005 -2006 Annual Financial
Statements and Audit Report.
G. Approval of an amendment to the Capital Improvements Agreement between
the City of Owasso and Tulsa County for the completion of the Vision 2025,
Owasso Downtown- Neighborhood Project; providing for an extension of the
completion date; and, authorization for the Mayor to execute the extension
agreement.
Ms. Kimball moved, seconded by Mr. Guevara, to approve the Consent Agenda with claims
totaling $438,461.80, self - insurance medical claims and fees totaling $134,141.74 and payroll
claims totaling $424,135.70.

ITEM 6. PRESENTATION AND STATUS UPDATE RELATING TO THE MAIN
STREET REDEVELOPMENT PROJECT
Ana Stagg, Director of Public Works, provided a status update on the Main Street
Redevelopment Project that included a slide presentation of architect's drawings for the project.

REQUEST FOR COUNCIL APPROVAL OF A BUDGET AMENDMENT IN
THE CITY GARAGE FUND INCREASING THE ESTIMATED REVENUE FOR
BILLINGS AND INCREASING THE APPROPRIATION FOR EXPENDITURES
IN THE AMOUNT OF $50,000.

approval of a budget amendment in the City Garage Fund, as stated above.

REDUCING LANGUAGE REFERRING TO NON - EMERGENCY TRANSFERS

COMPANY FOR THE ACQUISITION OF RIGHT OF WAY IN RELATION TO
THE 96TH STREET NORTH AND NORTH GARNETT ROAD INTERSECTION
IMPROVEMENT PROJECT; AUTHORIZATION FOR THE MAYOR TO
EXECUTE THE SETTLEMENT AGREEMENT; AND, AUTHORIZATION FOR
PAYMENT IN THE AMOUNT OF $10,000.00 TO THE MCAULIFF
INVESTMENT COMPANY

BACKGROUND:
At the February 20, 2007 meeting, the Owasso City Council approved a Rezoning request (OPUD 04-
03 amendment) a proposed 66.42 acre mixed use Planned Unit Development at the northwest
corner of North 129"` East Avenue and the Owasso Expressway, just north of the Owasso
Market. Attached is a copy of Ordinance No. 885 that formally adopts the City Council's action of
February 20, 2007.
RECOMMENDATION:
Staff recommends Council approval of Ordinance No. 885.

AN ORDINANCE APPROVING THE AMENMENT TO A PORTION OF PLANNED UNIT
DEVELOPMENT APPLICATION NO. OPUD -04 -03 AS DEFINED BY ORDINANCE NO.
795, PROVIDING GUIDELINES FOR A MIXED USE DEVELOPMENT ON A TRACT OF

WHEREAS, public hearings have been held regarding the request for approval of a Planned Unit
Development concerning the property herein described, and,
WHEREAS, the Owasso City Council has considered the recommendation of the Owasso Planning
Commission and all statements for and against the requested approval of OPUD -04-03 Amended.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
OWASSO, OKLAHOMA;

OWASSO, OKLAHOMA, A TRACT OF LAND THAT IS PART OF THE SOUTH

EAST, IN THE CITY OF OWASSO, TULSA COUNTY, OKLAHOMA,
ACCORDING TO THE U.S. GOVERNMENT SURVEY THEREOF, PROVIDED
THAT FROM AND AFTER THE PASSAGE AND PUBLICATION OF THIS

WHEREAS, notice of the presentation of said Petition was given by the Petitioner by
publication in the Owasso Reporter, a newspaper of general circulation published in the City of
Owasso, Oklahoma, and notice was given that said Petition would be considered by the City
Council of the City of Owasso, at a meeting to be held on February 20, 2007 at 6:30 PM at Old
Central, Owasso, Oklahoma; and
WHEREAS, on the 20th day of February, 2007, said Petition was duly considered by the
City Council and was determined to have complied with the provisions of Title 11, Section 21-
103, et seq., of the Oklahoma Statutes, and further, that proper legal notice of presentation of said

MEMORANDUM

SUBJECT: HYBRID VEHICLE PURCHASE
DATE: FEBRUARY 28, 2007
BACKGROUND:
Currently, the City Manager drives a 2002 Mercury sedan equipped with a traditional V -8
engine. This vehicle has 89,000 and was scheduled for replacement in the current budget. As
the staff began to evaluate various vehicles to replace the existing City Manager vehicle and in
an effort to affirm the City's commitment to conserving our Earth's resources, the research
focused on available fuel efficient and environmentally friendly vehicles comparable in size to
the vehicle currently driven by the City Manager. The staff reviewed and compared
specifications for the Toyota Camry Hybrid and the Honda Accord Hybrid and determined that
the 2007 Toyota Camry Hybrid is the best vehicle meeting these requirements.
The Toyota Camry Hybrid is a mid -sized four door sedan that carries driver and passengers
using propulsion from its 105kW battery and a 2.4 -liter four - cylinder engine. It qualifies as a
full hybrid, which means it can run only on gas, only on electric, or on a mixture of both. EPA
ratings for the Camry Hybrid are 40 mpg for city driving and 38 mpg for highway driving
compared to the Honda Accord Hybrid ratings of 28mpg for city driving and 25mpg for highway
driving.
The Toyota Camry Hybrid qualifies as an Advanced Technology Partial Zero Emission Vehicle
(AT PZEV), which means it includes advanced technology components as well as drive mode
that produces zero evaporative emissions.
The 2007 Camry Hybrid, Toyota's first hybrid vehicle produced in North America, is covered
by a three -year /36,000 -mile warranty for repairs and replacements, a five -year /60,000 -mile
power train warranty, and an unlimited - mileage rust protection warranty. The Camry Hybrid
also has an eight -year /100,000 -mile warranty on all hybrid - related components, including the
high- voltage battery, the battery control module, the hybrid control module, and the inverter. It
should be noted, that Toyota Motor Manufacturing, Kentucky, Inc. (TMMK) reports that more
than 75 percent of the parts and 98 percent the steel used in vehicles at TMMK come from U.S.
suppliers.
REQUEST:
The City is required to obtain competitive bids for purchases exceeding $25,000. However, the
staff has concluded that Toyota is the sole provider of the Advanced Technology Partial Zero
Emission Vehicle (AT PZEV) with automatic CVT Transmission and is requesting a
determination be made by the City Council declaring Toyota as the sole source provider of this
technology. Furthermore, the staff is requesting that Council authorize the City Manager to
solicit sealed bids from various Toyota dealers in an effort to obtain competitive pricing.
FUNDING:
Funding for the purchase of a City Manager vehicle was included in the FY 2006 -2007 General
Fund, Managerial Department budget in the amount of $25,000. The staff anticipates that in
order to purchase a Hybrid vehicle an additional $5,000 may be needed. As a result of
reprioritizing needs, additional funding to address this need remain in the Managerial
Department budget.
RECOMMENDATION:
Staff recommends the City Council declare Toyota as the Sole Source Provider offering the latest
generation of Hybrid technology in a four door sedan and approval to accept sealed bids from
Toyota dealers. In addition, staff recommends Council authorization for the City Manager to
purchase a Toyota Hybrid in an amount not to exceed $30,000.
