HomeMy WebLinkAbout1971.01.18_City Council Minutes~~ January 18, 1971 The Owasso Town Council met in regular session on January 18, 1971, at 7:00 p.m. in the Town Hall. Present: John troth Howard Stamper Gary Evans Inez Odom Josephine Downey M. S. Sawyer President of the Board Trustee Trustee Town Clerk Deputy Clerk Attorney Absent; Bill Henson and Joe Ross The minutes of the last meeting were read and approved except: Mr. troth noted that the Health Department had planned the building on the North side instead of the East side of the Iot. r`r. i~ansur, Engineer discussed progress on projects. The county has reviewed Title to the land for the Municipal Building and dedications will be made soon. Pland of our water line relocation from Tulsa has been turned over to engineers for review. They recommended a 12" pipe instead of ~" and concrete instead of cast iron. Bids would be submitted for both sizes and Owasso would pay the difference which should amount to approximately w8,000. A communication was received from ti{Iater Polution Control stating grants cannot be made until ordinances are in effect on certain polution control, especially Industrial Wastes. A letter was read from Martin Arterburn requesting the Street Department to clean the street at 7th and Atlanta. The Oklahoma Crime Commission approved an equipment grant for Owasso in the amount of $871.74. P!fr. Stamper moved and Ax. Evans seconded we accept the grant by execution o_f enclosed papers. Ayes: troth, Stamper, uvans. A note was read from Herb Tyler stating that Darl Brown had completed and passed examination for B-Certificate in waste water and water, which should entitle him to a X15.00 per month raise. t-ir. Stamper so moved and Ms. Evans seconded the motion affective February i, 1971-. Ayes: r=roth, Stamper, Evans. Nr. troth read a proclamation declaring January 21, 1971 Carl Albert Day, honoring Carl Albert, Speaker of the House. Mr. Stamper so moved and r•"r. Evans seconded the motion. Ayes: troth, Stamper., Evans. I~"r. Stamper moved upon Ns. Andersonts recommendation that the charter be abandoned until the next Council takes office as nothing has been completed. ~`r. lavans seconded the motion. Ayes: troth, Evans, Stamper. A note was received January 11, saying Air. Hale, Sherrill and °~!umey wished to meet with the Council. Only Mr. hale was present and complained that utility bills were unfair to apartment owners because of low occupancy. He also complained about trash service. January 18, 1.971 -- minutes continued --- I~.r. Evans asked I'fx. Hale for some suggestions. He said relief should be given when occupancy rates lower. A`r. Groth said the Council wishes to set rates fair to all without having to adjust often. hx. :Tale said the Town promised him: a sewer line to his home two years ago which had not been installed. I~~r. Groth thought the line had been installed and pro-nise~d to check the matter. :r. Cummings, who owns a mobile park on Birch, east of the laundry also ccmplained of high utility bills because of low occupancy. Ins. Groth agreed to study the matter. Mr. Stamper said the fire der~artment has some money they wish to apply to a new fire truck in the future. The following claims were approved: General Fund Colonial Life & Acc. Ins. Co.
