The Owasso Town Council met in regular session on March 1, 171, at 7:00 p.m. in
the Town Hall.

The minutes of the last meeting were read and approved as read.
Mr. Groth stated he had received a letter from Mr. Lewis Harris, County Commissioner,
requesting a list of priority of projects with which we needed their assistance. Mr.
Groth further read his proposed answer letter to the council and asked if there were
any suggestions. There were no suggestions made.
Mr. Stamper made a motion to discard the Citizens Band Radios in surplus (two mobiles
and a base and offer same for sale to the highest bidder; the date, time and place
to be determined in the advertisement. Motion seconded by Mr. Ross. Ayes: Groth,
Stamper, Evans, Ross and Henson.
Mr. Groth read a letter proposal from the Town of Owasso to the Federal irdater
Pollution Control Administration, requesting a waiver of the requirement f'or passing
an Industrial Wastes Ordinance until such time as the Tulsa Metropolitan Area Planning
Commission has completed their draft of a model ordinance for all of.' Tulsa County.
Mr. Groth stated he had again written to Ht7D regarding the matching federal funds
needed for McCarty Park, and then read the letter received from HUD enclosing a
Requisition for Grant. Mr. Groth stated this Requisition has been filled out and
mailed to HUD four times previously, but that he will again complete and mail said
Requisition.
Mr. Groth read to the council a letter proposal from the Town of Owasso to the Board
of County Commissioners, Attention: Commissioner Lewis Harris, Chairman of County
Commissioners, making formal request for assistance on the county's part to the People
of Owasso for assuming the responsibility of the surfacing of our proposed main street
project. Mr. Ross made a motion that Mr. Groth's signature be affixed to this letter.
Mr. Stamper seconded the motion. Ayes: Groth, Stamper, Evans, Ros;~ and Henson.
Mr. Henson submitted a Letter of Resignation from Police Officer Bruce Davis, and
made a motion that said Letter 'be accepted by the council. Motion seconded by Mr.
Stamper. Ayes: Groth, Stamper, Evans, Ross and Henson.
Mr. Ross made a motion, upon NTr. Groth's recommendation, that PolicE; Officer Allison
be approved for temporary duty subject to completion of his one-year probation, from
this date, as a police officer; and that another part-time police o~.'ficer employee be
found as soon as possible. Motion seconded by Mr. Evans. Ayes: Groth, Stampez•,
Evans, Ross and Henson.

Mr. Groth read to the council a letter received from Howard Chevrolet requesting
a permit to construct their building, to be located at 12th Street and Grove.
Mr. Groth related that the service road east of the Mingo Valley Expressway had
been named Grove. Mr. Ross made a motion that the building permit be issued, but
water service not delivered to the properties until an approval of :sewage disposal
system is received. Motion seconded by Mr. Henson. Ayes: Groth, ,itamper, Evans,
Ross and Henson.
Mr. Henson made a motion the meeting be adjourned at 7:50 p.m. Motion seconded 'oy
Mr. Stamper. Ayes: Groth, Stamper, Evans, Ross and Henson.
