Present: Joe Ross President of Board Robert Peel Vice President of Board Dean Large Trustee V. Duncan Trustee John Mowery Trustee Inez Odcan Town Clerk Josephine Downey Deputy Clerk M. S. Sawyer Attorney John Mansur Engineer The minutes of the last meeting were read and approved except Mr. Peel corrected that he had authorized Mr. Leonard Thompson, acting for Mr. Tyler to hire two men to help Commissioner Harris pick up trash from park. The following bids for refuse were opened: Woodrow Faust $2.50 charge and give Town 30% or .75 B.R.M. Corp. 3.50 .75 + 15% of Business Accounts John W. Diffee 2.50 (2.00 Apts.-2.00 mobile homes) Rippetoe 2.75 25•% We are now charging $2.00 with Town receiving 25~. The bids were tabled t3ntil later in the evening for further discussion. ~. floss presented a contract with Engineers Mansur, Steele, and Williams for renewal. Mr. Peel moved we renew the contract. Mr. Large seconded the motion. Ayes: Ross, Peel, Large, Duncan, Mowery. The following bids were opened for Street Pro3ect No. TO-55: Tulsa Paving Co. Standard Industries b]apire Construction Inc. Engineer Estimate $286,029.82 5~ bond 239,032.86 5~ 183,576.50 5~ 223,239.00 Mr. Duncan moved we continue the meeting to June 28 at 7:00 p.m. for the awarding of the contract. Mr. Peel seconded the motion. Ayes: Ross, Peel, Duncan, Mowery, Large. Mr. Peel moved and Mr. Large seconded the motion to transfer the balance of the refuse account into the Ganeral Fund on June 30, 1971. Ayes: Ross, Peel, Large, Mowery, Duncan. Mr. Peel is checking on our insurance coverage. A membership fee of $343.90 was presented from Municipal League for next year. It was agreed to table the matter until next meeting. Mr. Groth got an opinion that it is not compulsory for elected s3fficials to attend work shops. _ _ .~. After some discussion, it was agreed: Each customer be allowed two 30-gallon containers with secured lids. Containers be placed not more than 50 feet from curb. Containers to be serviced twice weekly. No gate or garage will be entered to pick up trash. Other trash will be picked up once weekly if no more than 50-1b. bundle and placed at curb. Each resident will be charged $2.50, with Town receiving 30~. Each apartment and business owner will make an agreement on price with Mr. Faust. Mr. Large moved we give a one-year contract to Mr. Faust with the above stipulations. Mr. Peel seconded the motion. Ayes: Ross, Peel, Large, Mowery, Duncan. Mr. Peel moved we make and adopt a resolution No. 31 pertaining to the above discussed stipulations of the refuse contract. Mr. Large seconded the motion. Ayes: Ross, reel, Large, Duncan, Mowery. The "No Burning" Ordinance will be enforced after August 1, 1971. Mr. Duncan moved we pay all part time help $2.25 per hour beginning July 1, 1971. Mr. Peel seconded the motion. Ayes: Ross, Peel, Duncan, Mowery, Large. There being no further business at 9:40, Mr. Peel moved we continue the meeting to June 28, at '~~:00 p.m. Mr. Large seconded the motion. Ayes: Ross, Peel, ~'geY,Mowery, Duncan. June 28, 1971 The Owasso Town Council met on June 28, 1971 at 7:00 p.m. to continue the meeting begun on June 21, 1971. Duncan Trustee John Mowery Trustee Inez Odom Town Clerk Josephine Downey Deputy Clerk John Mansur,Jr. Engineer Mr. Peel presented an insurance plan for a premium of $1,907. per year from the W. A. Shanks Agency on all Town Property, and moved we accept it. Mr. Duncan seconded the motion. Ayes: Ross, Peel, Large, Duncan, Mowery. The Refuse Contract had been written and was signed by the Board. Mr. Mansur presented a contract on Street Pro3ect No. TO-55 with the bnpire Construction Inc. for $183,576.50 of which $47,973.00 would be done by County. The portion of the project north of 86th Street North to be finished by September 1, and the balance of project to be finished by December 3, 1971 after 150 working days. Mr. Large moved we award the contract. Mr. Mowery seconded the motion. Ayes: Ross, Peel, Duncan, Large, Mowery. ~~ ..«-~ _ _ June 26, 1971 -- Minutes continued --- Mr. Peel moved we authorize Engineer Mansur to hire an inspector for the project. Mr. Large seconded the motion. Ages: Ross, Peel, Large, Mowery, Duncan. Engineer Mansur presented a change order to the project consisting of a new road on Cedar between 2nd and 4th of the same specifications as Main Street, at a cost of $11,310.30 or whatever part done by the contractor. Mr. Duncan so moved. Mr. Mowery seconded the motion. Ayes: Ross, Peek, Duncan, Large, Mowery. Mr. Mowery moved we issue a work order to the contractor dated July 6, 1971 for a period of 150 working days. Mr. Large seconded the motion. Ayes: Ross, Peel, Large, Mowery, Duncan. The Street Commissioner will prepare a priority list for other street improvement in Town. Mr. Mansur will request 33~ from the Government on Sewer Lagoon Project TO-56-A1. Mr. Ross said we need a park committee. It was agreed to move the next regular meeting to July 12, instead of July 5th, which is a holiday.
