~~~ August 16, 1971 The Owasso Town Council met in regular session on August 16, 1971 at 7:07 p.m. in the Town Hall. Present: Joe Ross Robert Peel Dean Large V. Duncan John Mowery Inez Odom Josephine Downey M. S. Ayes: Ross, Peel, Dunca, Large, Mowery. Mr. Sawyer presented a Lease Purchase Contract for the Town with Howard Chevrolet for the new police car. Howard Chevrolet had made one also which was presented. Mr. Large August 16, 1971 -- Minutes continued moved we sign the contract made by Mr. Sawyer. Mr. Duncan seconded the motion. Ayes: Ross, Duncan, Large, Mowery, Peel. A plumbing code was discussed for Owasso. Mr. Sawyer presented copies of Ordinance and Code recommended by Okla. State Dept. Of Health. which is "Okla,. Standard Plumbing Code." After some discussion, Mr. Ross recommended Mr. Duncan and Mr. Tyler get together and recommend a code for Owasso. Mr. Sawyer will draw up an Ordinance prohibiting use of 4" Fiber for sewer pipe. The meeting was discontinued at 8:00 p.m. for an O.U.A. meeting: The meeting was continued at 8:15 p.m. Mr. Duncan moved that since the O.U.A. had increased the cost of water taps to $250.00 the Town charge O.U.A. $125.00 for installing the tap. Mr. Peel seconded the motion. Ayes: Ross, Peel, Mowery, Lange, Duncan. An authorization letter was read from Tom Schick authorizing the Town to pick up materials or furniture through Civil Defense. Mr. Schick asked for the use of the Water Plant for an ~nergency Operating Center in case of an emergency in Owasso, as it is a least likely place for an emergency to occur. Mr. Large moved the request be granted since Mr. Tyler had given his approval. Mr. Peel seconded the motion. Ayes: Ross, Peel Mowery, Large, Duncan. John Mansur, Engineer, presented the first Claim for payment on TO-55, which was approved by the Board. He also presented his plan and estimated costs of not to exceed $2750. for a project study of water works in Owasso. Mr. Peel moved we give the engineer work orders for the project study. Mr. Duncan seconded the motion. Ayes: Ross, Peel, Duncan, Large, Mowery. Mr. Mowery moved and Mr. Peel seconded the motion to authorize Engineer Mansur to issue a change order to repair Birch & Ash Street Circle on Project TO-55, if his investigation proved feasible. Ayes: Ross, Peel, Large, Duncan, Mowery. Mr. Peel is studying a retirement survey possibility and will give more information next meeting. The Board agreed to change the next meeting date to Tuesday, September 7, because of Monday being a holiday. Mr. Large recommended we rent a transistor radio for $5.00 per month plus $18.00 installation fee since we cannot affort to buy for the new police car. The Board was agreeable. Mr. Large moved we hire Lew Ayres, who has been part-time policeman, at $450.00 per month effective September 1, to replace Mr. Stanford who hid resigned. Mr. Duncan seconded the motion. Ayes: Ross, Duncan, Large, Mowery, eel.
