The Owasso Town Council met in regular session on September 7, 1971 at 7:04 in the
Town Hall.

Mr. Ross gave report from Engineers:
(1) Change order work on sewer line.
(2) Sidewalks in front of Administration Building should be paid for by the Board
of Education.
Mr. Ross recommended welcoming Howard Chevrolet Co. to Owasso.

Mr. Ross discussed County and City working together. He announced that the grant from
Oklahoma Crime Commission in the amount of $829.00 had been approved.
The water lines to McCarty Park are now complete and special mention was made of Fry
and Tumleson donating time and labor to provide service for the park.
A motion was made by Mr. Duncan to adopt the Southern Standard Plumbi~g Code with
amendments to be added. Mr. Peel seconded the motion. Ayes: Ross, eel, Duncan,
Mowery, Large.
Mr. Art Johnson asked some questions on building permits, which were answered by the
Council.
~'• Ross•~mentioned that J. D. Check with the University of Oklahoma offered free
service in recommending differetit~types of Ckty develoXxnent.
Mr. Sawyer presented Ordinance No. 136 pertaining to the display of inspection stickers
required by the laws of the State of Oklahoma. Mr. Large moved the Ordinance be passed.
Mr. Duncan seconded the motion. Ayes: Ross, Duncan, Peel, Mowery, Large.
Mr. Duncan movdd a state of emergency be declared and the Ordinance become effective
ismnediately. Mr. Large seconded the motion. Ayes: Ross, Large, Duncan, Peel, M~re~r.
Mr. Savvyer presented Ordinance No. 137 requiring all motor vehicles to display proper
license tage. Mr. Large moved the Ordinance be passed. Mr. Mowery seconded the motion.
Ayes: Ross, Large, Mowery, Peel, Duncan.
Mr. Peel moved that an emergency exists and the Ordinance be effective immediately. Mr.
Large seanded the motion. Ayes: Ross, Large, Mowery, Peel and Duncan.
Mr. Large called attention to the dog situation. Mr. Sawyer offered to check Tulsa
Codes on animals.
Mr. Peel moved Resolution No. 32 be made and accepted permitting A. S. Hansen, Inc.,
918 First National Bank B1dg.,T~lsa, Okla to evaluate the Owasso City F}nployees for
a retirement program, at an approximate cost of $150.00. Mr. Duncan seconded the
motion. Ayes: Peel, Duncan, Ross. Nay: Mowery. Large abstained.
Mr. Mowery led a discussion on the problems of man holes and drainage ditches, and the
improvement of alleys and vacant lots. Mr. Ross will send letters to owners of vacant
lots asking that they be maintained.
Mr. Large presented a budget request for the Police Department and asked for a raise for
Mr. Allison. The request was refused by the Council.
