HomeMy WebLinkAbout1971.10.18_City Council Minutes October 18, 1971 The Owasso Town Council met in regular session on October 18, 1971 at 7:00 p.m. in the Town Hall. Present: Joe Ross Robert Peel Dean Large John Mowery V. Duncan Inez Odom Josephine Downey M. S. Sawyer President of Board Vice President of Board Trustee Trustee Trustee Town Clerk Deputy Clerk Attorney The minutes of the last meeting were read and approved as read. Mr. Sawyer presented Ordinance No. 138 which had been discussed last meeting. Mr. Large moved the Ordinance be approved. Mr. Peel seconded the motion. Ayes: Ross, Large, Peel, Mowery, Duncan. (Ordinance Attached) Mr. Large moved an emergency exists and the Ordinance should be in affect immediately. Mr. Peel seconded the motion. Ayes: Ross, Peel, Large, Mowery, Duncan. N.r. Sawyer recommended Court days be changed to the 1st and 3rd Saturdays instead of the 2nd and 1~th for the remainder of this year because of the holidays. No objections were heard. John Edelman representing Mansur, Steele & Williams, Inc. presented claims on projects. L Sidewalks were discussed and the Council agreed that they should be 18 inches from the curb all-'the way along Main Street. The Community Service Council of Greater Tulsa asked room for a neighborhood station for people in the Owasso area who may need help in any way. The Service would direct them to the proper place for help. Mr. Peel moved we allow them to use the Court Room when it is not in use by the Town. NIr. Large seconded the motion. Ayes: Ross, Peel, Large, Mowery, Duncan. Mrs. Kiley asked for Street signs in Ator Heights. Mr. Large said the whole town needs street signs at a cost of approximately $3,000. We do not have the money and cannot favor Ator Heights but he agreed to put a stop sign at North Ash and 16th Street and get other signs as soon as possible. Woodrow Foust, Refuse contractor agreed to pay for Mr. Minkoff~s Trash can which his employee damaged. Mr. Peel said our refuse service had improved and moved the Town charge 25~ instead of 30% for collections. Mr. Large seconded the motion. Ayes: Ross, Peel, Large, Mowery, Duncan. The motion is affective this month of October. Mary Lou Robertson asked for annexation of her property on 86th Street I~'orth which is surrounded by the Town. She was granted a hearing on November 1, at 7:30 p.m. after having advertised two weeks in the paper. Mr. Large so moved. Mr. Duncan seconded the motion. Ayes: Ross, Peel, Large, Duncan, Mowery. Mr. Mowery moved that Halloween be changed from Sunday to Saturday, October 30th, that no persons over the age of 1/a. be allowed to "Trick or Treat" and that "Trick or Treatingrr be stopped at 10:00 p.m. Mr. Large seconded the motion. Ayes: Ross, Peel, Large, Duncan, Mowery. } C October 18, 1971 Minutes continued ----- Mr. Large presented a police schedule with salaries figured two different ways. Discussion was tabled to next meeting. The Sportman's Bar owes a $729.60 water bill because water had been left running in a trailer house behind the bar. The Council agreed to charge them an estimated regular water bill plus the cost only of the balance of the water used.
