October 5, 1970
The Owasso Town Council met in regular session at 7:00 p.m. in the Taam Hall.

The minutes of the last regular meeting were read and approved as read.
The following Treasurers Report was read by Mr. Groth in absence of the Treasurer.

Mr. Groth recommended that «a -¢3~5r8t) Certificate of Deposit be purchased from the
Sales Tax Fund. Mr. Evans so moved; seconded by Mr. Stamper. Ayes: Groth, Evans,
Stamper, Henson.
The Council is in receipt of the two letters from the Owasso Planning CoQmi:aion
concerning the Brooks Cleaners and Ator Heights.
Mr. Groth made a statement of apology for the Town of Owasso to the Council
Members concerned in malicious gossip by the Town when they were involved in
the local Police Department and a recant larceny case. Mr. Groth hopes that
there will be no hard feelings on the part of the members as they were in the
line of duty and the Towns gossip is not warranted.
The Council has agreed that assistance from the Carousel eras is dead. Mr. Groth
recommended that Mr. Sawyer be directed to place in effect a $1 Month Sewer
assessment on sewer charges for a temporary period of 24 months, which will be
automatically expired after that date. A special meeting for enactment date
and time will probably be October 26, 1970, then the enactment will be ~aviewed
at the next regular meeting.
Mr. Evans moved that we direct Mr. Sawyer to draft an Ordinance for a S1 Month
Sewer Assesment charge with an automatic expiration data of 24 months; seconded
by Mr. Henson. Ayes: Groth, Evans, Stamper, Henson.
The Board received a petition for annexation from William and Laura Hawk.
Description of the property was enclosed.
Mr. Stamper moved that Mr. Sawyer be directed to draft an Ordinance for
annexation for the said property and a hearing be set at the next regular
Town meeting. Motion was seconded by Mr. Henson. Ayes: Groth, Stamper, Evans,
Henson.
Mr. Tyler came before the Board with the recommendation that we put Mr. Darl
Brown on the payroll at a monthly salary of $435. Mr. Groth said that the
moneys were available from the road progrma to pay the man. Mr. Evans
moved the Mr. Darl Brown be put on the payroll at a monthly salary of $433;
seaconded b Mr. Stamper. Ayes: Groth, Evana, Staaaper, Henson.
The meeting for the Owasso Town Council was recessed at 7:35 p.m. to wait
the arrival Mr. Sawyer, Attorney for the Town.
The meeting for the Owasso Town Council reconviened at 7:45 p.m.
The Council reviewed 8rdinance No. 127 concerning annexation of property by
the lodge. Mr. Henson moved that Ordinance No. 127 be enacted; seconded by
Mr. Stampez. Ayes: Groth, Hanson, Evans, Stamper.
Mr. Evans moved that we declare that an emergency does exist so that the
Ordinance will be enacted iamediately; seconded by Mr. Steeper.
Ayes: Groth, Evans, Henson, Stamper.
Proof of publication was submitted.
Mr. Sawyer advised the Board on the property being annexed back on the right--
of- aay adjacent to the East Property 40~ ea:ement, which is not a part of the
said property.
