November 2, 1970
The Owasso Town Council met in regular session on Monday, November
2,1970 at 7:00 p.m. in the Town Hall.

The minutes of the last regular meeting were read and approved as
read, with the correction of Don Allison's employment record being reviewed
at the end of the three-month period rather than renewed as was stated.

Mr. troth read the Treasurer's Report in the absence of the Treasurer.

The Treasurer's Report was approved as read.
Mr. troth commented to the Board that the General Fund would be in
danger i_n two months as the fund is being steadily depleted. Income
is derived from police fines, but is considerably less than normal;
there seems to be no known reason for the deficiency.
The Ordinance assessing special sewer charges was reviewed by the
Board with a date for the hearing and special meeting to be called
on November 19, 1970 in the Town Hall.
Mr. troth questioned the cost of relocation of the gas line during
the street improvement project. He questioned whether the Town
would be responsible for paymentcf:: relocation. Mr. Sawyer advised
that he would check into the Town's franchise.

The matter of Don Allison's employment as police officer will remain
tabled.

Letter dated October 2$l~ to Mr. John troth from Mr. William Drummond,
was read to the Board. Mr. Drummond advised the Board that Mr. Sherrill
was making improper use of a resindential area for business purposes.
Mr. troth read his letter of notification to Mr. Sherrill. Letter
advised Mr. Sherrill of certain penalties that could be imposed if
the violation continued.
Mr. Sherrill's reply to the letter requested that the matter be
postponed until he could meet with the Board as he had previous
commitments for this evening.
rir. Sawyer advised the Board that it had no obligation to extend time
for 'sir. Sherrill to appear before the Board to discuss the violation,
and that a penalty could be imposed.
Mr. Stamper moved that bir. Sherrill be notified that he cease usage
of residential property for business purposes by midnight, t4'ednesday,
November 4, 1970, as such usage is in violation of Ordinance No. 116.
Mr. Ross seconded the motion.
Ayes: troth, Henson, Stamper, Evans, Ross.
Air. Henson moved that Court Costs be increased from $2 to $3; seconded
by Mr. Stamper. Ayes: troth, Ross, Henson, Stamper, Evans.
The Board reviewed the application for rezoning from William and Laura
Hawk. The Owasso Planning Commission has heard the matter and
recommends as follows: To approve rezoning of the said property to
the Town of Owasso; description was enclosed. Recommendation was
signed by Mr. Allan Anderson.
Per. Henson moved that the date for the hearing for the rezoning of the
newly annexed property be set for November 16, 1970 at 7:30 p.m.
Motion seconded by Mr. Stamper. Ayes: Gm th, Evans, Henson, Ross,
Star~~er.
The Board agreed to send flowers to Councilman Evan's and Chief'
~4'ater's wives, as they are in the hospital

rSr. Henson. moved that Mr. Ted Standford be salaried as policeman at
~4SO per month; seconded by Mr. Stamper.
Discussion: 1~1r. Ross disagreed with the starting salary, and moved
that Mr. Ted Standford be salaried at a starting salary of $435 per
month. The motion died because of lack of a second.
The Board voted on the motion and second for $450 per month salary.
Ayes: (=roth, Evans, Henson, Stamper, Evans, Ross.
Mr, Groth recommended to the Board that probation for all police
officers he extended to 1 year rather than the 90-day period that
is now recognized. Mr. Ross so moved; seconded by Mr. Henson.
Ayes: Groth, Ross, Henson, Stamper, Evans.
