Present: John troth Joe Ross Bill Henson Gary Evans Howard Stamper Inez •Odom Josephine Downey M. S. Sawyer President of the Board Trustee Trustee Trustee Trustee Town Clerk Deputy Clerk Attorneq The minutes of the last regular meeting and the special meeting of October 14 were read and approved as read. Mr. troth stated the minutes should reflect that Mr. Brown is to be paid from sales tax reserve fund monies. John Mansur, Engineer, presented letters written to Utilities Companies suggesting that no new construction be undertaken without prior consultation with Mansur-Steele-Williams as there may be some relocation of utilities in the improvement of Main Street. Mr. troth read letters from the Attorney General of Oklahoma and Egan L. Davis advising of the approval of Storm Sewer and Sidewalk Bonds as of October 14, 1970. NIr. Donald Evans asked about the continued use of a single water meter on his two properties at 4th and South Birch. He was told that he must have a meter for each property. N`s. Evans, Trustee, recommended we give him 90 days to install another meter. Mr. Ross so moved. Ntr. Henson seconded the motion. Ayes: troth, Henson, Evans, Stamper, Ross. Mr. Sawyer presented Ordinance No.129 consisting of the annexing of the William S. Hawk, and Laura S. Hawk property, to-wit: The West 1004 Feet of the Northwest 6?uarter (NWT--,,) of the Northwest Quarter (NW1.) of Section Twenty-nine (29), Township Twenty-one(21) North, Range Fourteen (14) East of the Indian Base and Meridian, in the County of Tulsa, State of Oklahoma, according to the United States Goverrnnent survey thereof, less the property acquired by the State of Oklahoma for highway purposes. Mr. Henson moved the Ordinance be approved. Nx. Stamper seconded the motion. Ayes: troth, Henson, Evans, Ross, Stamper. Mr. Evans moved an emergency exists and the Ordinance should be effective immediately. Mr. Stamper seconded the motion. Ayes: troth, Ross, Evans, Stamper, Henson. Mr. Sawyer presented Ordinance No. 128 making it an offense to transport nonintoxicating alcoholic beverages except in original unopened container; providing exceptions; providing for penalties for the violation of the provisions of this Ordinance. Mr. Henson moved the Ordinance be adopted. Mr. Evans seconded the motion. Ayes: troth, Evans, Henson, Ross, Stamper. ~ ~= ~; > Are' r , October 19, 1970 -- Minutes continued -- Mr. Stamper moved an emergency exists and the Ordinance should be effective immediately. Mr. Evans seconded the motion. Ayes: Groth, Evans, Stamper, Henson, Ross. Mr. Groth said the Council is invited to a meeting at Tulsa City Hall October 23, at 1:30 p.m. to discuss the Mingo Valley Expressway construction. Permits were received from the State Department of Health granting permission for construction of water and sewer systems to serve Ator Heights Second Addition. A letter was received from Commander Peter P. Cerda, Sr. of American Legion Post 237 thanking the Town for ordering a new American Flag from the National ~nblem Sales Office and stating that their Post would like to donate the flag. A Volunteer Fire Department Retirement and Pension Fund ~?owrd has been organized consisting of Tom Rikkola and Lee Horst being electe;-' from the Owasso Volunteer Fire Department; John Groth from Town Council; Inez Odom, Town Clerk, and Martha Boyd Town Treasurer. Mr. Groth read a letter from Mr. Woodrow Waters recommending Don Allison for Police Department employee at $450.00 per montAn, with his record being renewed in three month to decide if he should become a permanent employee. Mr. Allison agreed to attend school at his own cost. Mr. Henson feels the man lacks qualifications and education and his employment is not justified at this time. Mr. Groth suggested that since we have used the man for eight months and he has done a good job, we might try him for three month with a review at that time for permanent use. Nk~. Stamper moved we table the decision at this time. Mr. Henson seconded the motion. Ayes: Stamper, Henson, Evans, Groth. Nays: Ross. Motion carried. Tom Schick and John~~Stadler brought survival rations for the Trustees to sample. They also showed some survival equipment.
