Present: John troth Joe Ross Bill Henson Gary Evans Inez Odom Josephine Downep Absent: Howard Stamper President of the Board Trustee Trustee Trustee Town Clerk Deputy Clerk The minutes of the last meeting were read and approved as read. Mr. Ross so moved. Mr. Evans seconded the motion. Ayes: troth, Ross, Henson, Evans. Mr. troth recommended we buy a $3,500.00 Certificate of Deposit from the Firements Pension Fund. Mr. Ross so moved. Mr. Evans seconded the motion. Ayes: troth, Ross, Henson, Evans . A letter was read concerning the final approval of the sewer project. A new leasee has applied for an occupation license for the Sinclair Station. Mr. troth proposed we grant the license with stipulations written on back that no cars may be stored without a screen. ~) September 2, 1970 -- Minutes continued --- Carmen Goins asked for a Beauty Shop in her home at 111 West 16th Street. Mr. troth said our Ordinance will not permit so far as advertising, signs, or any other indication of a business. She asked that a SLOW sign be installed at 16th and Ash Street. Mr. Ross will check the need. Mr. troth gave the following tax rates for next ,year: County 18.35 School 54.21 City 8.80 Total 81.36 The regular Council meeting was ceased at 7:30 and the meeting turned over to Evan L. Davis for the Bond Sale. The following bids were received: X120.000.00 of Storm Steer Resolution No. 23 National Bank of Tulsa, Tulsa, Okla. $45,674.00 5.0748% First Natl. Edwards, Inc., Oklahoma City 48,475.00 5.3861% After due consideration of all bids received, it was moved by Mr. Evans and seconded by Mr. Henson that the bid of the National Bank of Tulsa, Tulsa, Oklahoma being the lowest interest rate bid, be accepted and the bonds be awarded, sold and ordered delivered to said bidder upon the fulfillment of the terms as set out in said contract and bid for the purchase of said bonds, which motion was adopted by the following vote: Ayes: Evans, Henson, Ross, troth. Nays: none (Attached) Mr. Davis presented Ordinance No. 125 providing for the issuance of storm sewer bonds in the sum of $120,000.00 by the Town of Owasso, and declaring an emergency. Mr. Henson moved we accept the Ordinance. Mr. Ross seconded the motion. Ayes: troth; Ross, Henson, Evans . Mr. Henson moved an emergency be declared. Mr. Ross seconded the motion. Ayes: troth, Ross, Henson, Evans. (Attached) Mr. Davis presented Resolution No. 24 for $20,000.00 of Sidewalk Bonds. The following bids were received: First Natl. Bank and Trust Co., Oklahoma National Bank of Tulsa, Tulsa, Okla. Liberty Natl. Bank and Trust Co., Okla. First Bank of Owasso, Owasso, Okla. R. J. Edwards, Inc., Okla. Ayes: Evans, Henson, Ross, troth. Nays: None. (Attached) Mr. Davis presented Ordinance No. 126 providing for the issuance of sidewalk bonds in the sum of $20,000.00 by the Town of Owasso. Mr. Evans moved the :~~inance be accepted. Mr. Henson seconded the motion. Ayes: troth, Evans, Henson, Ross. Ayes: Groth, Henson, Evans, Ross. (Attached) The business of the Bond Sale was finished and the regular meeting of the Council resumed. John Mansur presented the Street and Sidewalks plan which was discussed. One way traffic was discussed around the School. The Board agreed to use roll-out signs on a trial basis. Ed Wells has relocated the sewer line on his property. The contract agreeing to the relocation expired on June 8, 1969. Mx. Evans moved we extend the date of the contract. Mr. Henson seconded the motion. Ayes: Groth, Ross, Henson, Evans. Herb Tyler weld like to rent a bulldozer for a week for park work at a cost of $200.00. The Board was agreeab~.~.
