The Owasso Town Council met in regular session on January 19, 1970 at 7:00 p.m. in
the Town Hall.

The minutes of the last meeting were read and approved except that Mr. Kornegay be
required to install an 8" sewer line instead of a 12".
Three Department of Public Welfare claims Nos. 67, 321, and 266 which were approved
last meeting were in error in amounts. They were voided and new ones ame being
presented at this meeting for approval.
The Town has received approximately $3.,000. in sales tax instead of $30,000. as
reported last meeting.
Mr. troth read a copy of a letter written by him to the First National Bank of
Owasso proposing to purchase the two and one-half acres of land on the southeast
corner of the intersection of 2nd Avenue and Birch Street for the County Health Center.
Mr. troth read a telegram from Senators Harris and Bellmon and
announcing a $10,250. grant from the Department of Housing and
20 acres of land for Park and Recreational purposes in Owasso.

Mr. troth stated that he had executed water and sewer permits from the City of
Owasso for the Willowdale Mobile Park as requested by letter from Jack Thomas
Construction Co., Inc.
Mr. troth has written letters of appreciation to the Collinsville and Tulsa Fire
Departments and their Mayors for their assistance in the Apartment Fire in Owasso
on December 30, 1969.
The Safeway Plot plan was shown by Mr. troth and discussed by the Council.
Cline Mansur, Engineer of Mansur, Steele & Associates, Inc., Presented a contract
to the Town for consultant services on a retainer basis for his company. The contract
eras discussed and it was agreed that the date of the contract should begin January 1,
1970 and end the first monday in Mav, 1971, when the term of the Council expires. The
regular retainer fee was agreed upon at $25.00 per month with extra pap for extra
services. Mr. Stamper so moved and Mr. Henson seconded the motion. Ayes: troth,
Henson, Stamper.
Mr. Mansur discussed with the Board, plans for increasing the Town sewer capacity by
using aerators for servicing approximately 10,000 population.

Mr. Sawyer presented Resolution No. 17 stating that the Council should adapt the
State Fire Code for building construction as written, effective January l 1970.
Mr. Stamper moved the Resolution be accepted. Mr. Henson seconded the motion. Ayes:
Groth, Stamper, Henson.
Mr. Stamper moved that an emergency exists and the Resolution should be affective
immediately. Mr. Henson seconded the motion. Ayes: Groth, Henson, Stamper.
Mr. Groth presented a sketch from Herbert Hale for rebuilding the Hale Apartments
which were burned on December 30, and asking for a permit to do so. The sketch
showed two separate structures instead of one. One structure is to be two-story.
Fire walls required by the State Fire Code are in the plans. Mr. Stamper moved the
permits be allowed on the estimated $40,000. buildings. Mr. Henson seconded the
motion. Ayes: Groth, Henson, Stamper.
