Mr. Groth read the following Treasurer's Report in absence of Treasurer. The Bookkeeper will take advantage of the proper time and sell the H-Bonds for the reinvestment in Certificates of Deposit, as was discussed at the last meeting. March 2, 1970--minutes continued-- PAST BUSINESS: Dr. Reed's +Jater Line: Ivlr. Groth reported to the Board that the Town had assisted in obtaining materials, hiring a man to construct the main water line, and having it constructed at a reasonable cost. The line is now under construction. Mansur Steele was contacted concerning previously discussed methods for our new sewer system project. They have taken various methods under advisement and will have comparisons for presentation later. NE~~J BUSINESS: Representatives frpm the U-Tote-M chain were present requesting a building permit for self-service gasoline pumps at their store in Owasso. Plans had been presented and discussed at the last scheduled meeting. T~~Ir. Henson moved that we give authorization to issue a building permit for construction of self-service gas pumps at the U-Tote-I~i Store, which was reported to cost approximately X6,000; seconded by Mr. Ross. Ayes: Groth, Ross, Henson, Stamper. I~Ir. Groth read the proposed contract from Badger, Inc. to the Board. The cost of purchasing meters will go up slightly, but Ntr. Tyler has been instructed to purchase several meters before the new price is effective. The Board agreed to execute the contract in full. The Board reviewed a letter fromTMAPC dated February 27, 1970, signed by Id7r. Larry Tompkins. There will be a Solid ~~ATaste Study conducted in Tulsa on March 10 at 10:30 a.m. Mr. Groth will be on vacation in New York at that time, but i~;r. Sawyer, Mr. Ross, and P~;r. Evans will attend as representatives from Owasso. The Board reviewed a letter form the Department of :-lousing and Urban Renewal regarding our i~IcCart~ Park Project. Final negotiations will be under way as soon as i~irs. McCarty signs certain papers for the acquisition of funds. ~9e are now in receipt of the agreement with the City of Tulsa regarding certain city owned property, easements, and railroads at the lagoon area. Mr. Sawyer presented Ordinance #123 to the Board for approval. The Ordinance contains an emergency clause and pertains to the Authori- zation of Disposition of Stolen or lost property in our possession. Such property will be held for 90 days, advertised for 10 days, then sold. Mr. Ross moved that Ordinance X123 be adopted for the Town's use; seconded by NIr. Stamper. Ayes: Groth, Henson, Ross, Stamper. Pair. Stamper moved that we declare an emergency exists, and that the Ordinance be enacted immediately; seconded by Mr. Henson. Ayes: Ross, Henson, Groth, Stamper. Copy is attached) Mr. Sawyer reported that Dr. Reed, with his attorney, The Town Council, and himself would have to meet and negotiate on terms for acquisition of land for the Owasso Health Center Project. The .matter is still under consideration. March 2, 1970--minutes continued-- ~~;:v Proprietors from Owasso's Lounges came before the Board voicing com- plaints on undue harassment from the Owasso Police Force at their businesses. After some discussion, P~Ir. troth advised the people that he would check into the matter and if the officers were wrong, the situation would be corrected. The Board discussed the misuse by the people of the Town's Park. Access from park land to private property as a means of a regular c~i.veway has been denied. Several solutions were recommended. The accummulatior. of trash on certain private properties was discussed. Mr. troth will nrenare a form letter for these residenses. Nir. Ross mentioned that we needed a Box Blade for our tractor for filling in and grading holes. The blade can be purchased from the Sewer Fund. ~Ir. Henson moved that we authorize Iv~e. Tyler to seek and procure at the best price the necessary blade; seconded by I~ir. Ross. Ayes: troth, Ross, Henson, Stamper.
