March 16, 1970
The Owasso Town Council met in regular session on March 16, 1970, at 7:00 p.m. in
the Town Hall.

The minutes of the last regular meeting were read and approved as read.
I~'r. Stamper had checked the complaint of policemen patrolling lounges and recommended
the complaints were unwarranted.
l~r. troth questioned policemen's duty of patrolling outside Town limits and suggested
they go to outside businesses only when called and patrol all other lounges the same
as any other business. He suggested the council have a private discussion with the
policemen after the regular meeting.
~~daynQ Love, representing 1`'ia,nsur, Steele, Williams, Inc. submitted a preliminary report
on sewer lagoon improvement which would service more than 10,000 population.
After some discussion, I~Ir. Ross moved we submit the preliminary report to the State
Health Department for approval. hs. Evans seconded the motion. Ayes: troth, Henson,
Evans, Ross, Stamper.
The Council suggested Herb Tyler meet with the Engineers for discussion of final plans
for the improvement.
Ns. Charney gave a report on the park. He has the deed ready for Mr. Saw,yer's approval.
The Government matching money on the park will have some restrictions, such as "No
discrimination". I~tr. Charney suggested the Round-Up-Club be given a 1.0-,year lease on
i0 acres with a 5-,year option as per verbal agreement when they donated money for the
purchase of the park.
C. ~d. Joplin, 703 N. Cedar asked for a permit .for a frame den addition on his home.
N;r. Evans moved and l~lr. Stamper seconded the permit be allowed. Ayes: troth, Evans,
Ross, Henson, Stamper.
Mr. troth showed a plat of Kauffman 'Jiew Estates which had been sent the Council for
information only as the addition is not in Town, but west of Town.
A preliminary plan of the Southwestern Bell Telephone Company building at Broadway and
I~-lain was shown for information only.
Ns. troth stated that the Council had met with the School Board to discuss a proposed
high school addition and no problems were anticipated.

Richard Artherton, 1002 N. Ash submitted an application for a building permit for
an addition to his home. Ivr. Stamper moved the application: be approved. Mx. Evans
seconded the motion. Ayes: Gro+.,h, Ross, Evans, Henson, Stamper.
Gary Plummer, 106 vd. 9th Street asked for a building permit for an addition to his
home. Mr. Henson moved and Mx. Stamper seconded the motion for the permit to be
granted. Ayes: troth, Stamper, Ross, Evans, Henson.
1`?r. Ross moved and Ns. Stamper seconded we declare April the month of American Airlines
Month by proclamation. Ayes: troth, Henson, Ross, Stamper, Evans. Owasso has a
representative from 237 families working at American Airlines.
The Lumbermen~s Association has asked that we proclaim April"Clean and Paint Month".
Nx. Stamper so moved. Mr. Evans seconded the motion. Ayes: troth, Evans, Henson,
Ross, Stamper.
I4"x. troth said many out-of-to~,~m people are. buying grave spaces in our cemetery because
it is less expensive.--$50. per space or $300. for a family of six. He suggested the
Council consider raising prices to out-of-town people as some other to•Hrns are doing.
Mr. troth read a law in which one fourth of cemetery proceeds should be put into a
fund for prepetual care of the cemetery. ?r~Te have received $16,315.56 from the sales
of lots and Mr. troth suggested we transfer $L~,07~.g9 to a special fund for the upkeep
purpose. Mr. Ross so moved and lax. Henson seconded the motion. Ayes: troth, Henson,
Ross, Stamper, Evans.
A complaint had been received about cars parking west of the Masonic Lodge Hall,
obstructing view of street. Mx. Ross said "No Parking" signs have been ordered.
Mr. Sawyer presented a X500. check from Tulsa City for easement for a railroad in
south Oarasso.
P~~r. Ross moved we buy a saw for cutting metal, concrete, etc. for X206.07 as re-
commended by Mr. Stamper. Nx. Henson seconded the ?notion. Ayes: troth, Henson,
Ross, Stamper, Evans.
The buyer of Sidfs Laundry wishes to add a fence sales office and display to the
laundry. He was told the display fences must not distract from the appearance of
the property.
Prx. Henson moved we give Jerry Douglas, part-time-policeman a clothing allowance
for uniforms as he works most of the time. N`r. Stamper seconded the motion. Ayes:
troth, Stamper, Ross, Evans, Henson.
