Saw,yer said the contract with Dr. and Nxs. Reed for the two and one-half acres for ~~25,000. had been consummated but he has not received the abstract for examination ,yet. The Carousel contract has been submitted to them but has not been returned. Several memoer•s of t're Firemen Auxilary were present and stated that they had Barred more than $l,?_00. for firemen~s equipment. They stated that a list had been made of fire extinguisher needs fcr the Town at a cost of ~Ii,.l.OC for the purchases. I~x•. Stamper moved we buy the needed fire extinguishers. I~~r. Henson seconded the motion. Ayes: troth, Henson, Stamper, Lvans, Ross. T~~ansl~r, Steele, ?~dilliams, Inc. rerresentative, ~r.;ayne Love reported that final plans were being made for the Sewer Improvement Fro;~ect and a selection of aerators was being made. The Federal Grant will be a total of 33~' of the cost of the project and wi1.1_ be paid in quarterly intervals as the project progresses. The Council. agreed to write letters to four different owners of approximately 32 acres of land in plots cf approximately 2,3,?, and 20 acres, asking them to annex to the Town. I~"r. Henson moved and l~•. Stamper seconded that we transfer funds in the amount of X1,000. from the P~ & 0 to Personal Services and X6,000. from C.G. to Personal Services. Ayes: troth, Ross, Henson, Evans, Stamper. The Tras}z Fick-Up men have beer, picking up stray dogs at a rate of X2.00 Baer. and have asked for ~fi3.00 each. P~?r•. Stamper suggested we postpone a decision on the matter until next meeting. P~x. troth read letters from. Tulsa City-County Health Department and State Department of Health stating that lack of funds may delay o~.zr Heal h Building plans. P~r. Evans moved and i•'r. Stamper seconded ?ae direct our bookkeeper to transfer the re- maining funds from the Refuse Fund to the Ganera 1 Fund before the end of June. Ayes: troth, Evans, Henson, Ross, Stamper. Lester Campbell complained that a 1~%-,year old boy had been arrested fo.r being drunk and was physically abused by four policemen. He stated the boy had been sprayed in the face with ?Face, handcuffed and slapped when 're would not tell etihere he got the 1_i_quor. Chief ~~Jaters said Officer Douglas told him, the boy arras sprayed when he ~rrould not turn loose of the bars. ~~ ~ April 2C, 19"0 -- I~~irzutes continued Ir. Henson said spray :•ras used to prevent a prisoner from being hurt. Chief 'Maters also said I•`_ace was used to prevent physical harm. 1`~~r. Fry complained that his son had been arrested and charged with being a Public Drunk, which he thought titi+as a very harsh charge far a 17-year old bo;~T who had taken his first drink. rir. troth said the matter would be investigated. Ed Hayes asked who was allowed to drive police cars and asked hr. Stamper if he worked on the pclice car radios. Mr. troth replied that only policemen or repair men drove the cars. P's. Stamper said he only removed the radios and took them to repair shops as he was not qual;_fied to do the work himself. "~lr. Ross said he had some complaints about Civil Defense workers riding in police cars and asked if we needed re~~ul.ation on hours of Civil Defense workers. I~tr. troth said the work would be regulated. I~x. Fry complained a'~~~~~t. ~.~e Trrater drainage across his property caused by the Smith- Hawk development. He saj.d he would work with the `iown irz any way possible and would pay his part of the cost if the Town could do something to improve the situation. 1+~r. Ross asked for the purchase of a X3400. back hoe for the Town to be used for filling holes i_n the streets. The hoe is a 1965 model with a 60-day warranty. Mr. Ross moved we buzr the machine. l~~s.
