Sawyer Attorney for ~l'own The minutes of the last regular meeting were read and approved as read with the addition of the first name, Frank Ross regarding the old water tower. The check which was sent to the Police Department was in the amount of $1,032.43 rather than $7,000. The following Treasurer's Report was presented to t.e Board, and approved as read. He is presently under a Doctor's care and may be in the hos~:ital for further tests. lie requested that he be allowed to appoint a temporary Attorney for the Town, N1r. Leach, to act for him in the event that he is placed in the hospital. Mr. Sawyer will pay 14ir. Leach himself. N'~r. Evans so moved; seconded by Mr. Stamper. Ayes: Ross, Evens, Stamper, Benson. Nir. Davis made the following report on the '"lain Street Issue; Resolution No. 22 regarding sale of Bonds for the Main Street has been drawn. Date for the sale has been set for September 2, 1970 at 7:30 p.m. Mr. Henson moved that Resolution Iuo. 22 be accepted regarding the sale of bonds for the Mainstreet Project; seconded by Nir. Evans. Ayes: Ross, Evans, Stamper, Henson. OLD tTUSll~ESS: The Board discussed the authorization of payrooll deductions for City Employees for the benefit of a Retirement Plan. The motion that payroll deductions be authorized for all City employees for a Retirement Flan was made by Nir. Henson; seconded by NTr. Stamper. Ayes: Ross, Henson, Evans, Stamper. The Board reviewed a letter from the State Health Department dated July 27, 1970, with approval of the sewer improvement and enlargement. A permit was enclosed for the improvement and enlargement of the present facilities. Carousel will be contacted for their moneys in the project. Letter dated July 27, 1970, from 1`~ansur- Steele was read by the Hoard. Enclosed was the plat of survey for the property which the Town requested surveyed. Nir. Henson moved that we place the previously discussed road back down and on South of the Lodge ball providing that the Lodge is sold; seconded by ~°lr. :tamper. Ayes: Ross, Evans, Stamper, `lenson. NE~ri BU3I1Vi,SS: The school has requested permission to use the City Park `t'ennis Courts beginning February 22 from 2:30 'p.m. until 5:00 p.m. on NTonday through ~~riday. Nir. Stamper moved that the request be granted with the stipulation that the school remain liable for accident rather than the 'T'own; seconded by I~'lr. Evans. Ayes: Ross, Evans, Stamper, Henson. The Board agreed to direct the Bookkeeper to pay all hourly employees 80~ of their pay on back woick and retain only 20~ for approval. The Board discussed the possibility of telling the truck which has been used for catching dogs. The present dog catcher uses his own pick up. The Board agreed to advertise the sale of the truck through sealed bids. The sale will be advertised in the 10®1 paper. N'r. Stamper so moved; seconded by •'.r. Benson. Ayes: Ross, Evans, Stamper, Benson. The hoard reviewed a new salary schedule for full time City Employees. The increases in salaries were approved. Nir. Stamper moved that the new schedule be effective as of July 31, 19' seconded by 1"~r. fienson Ayes (toss, Lvans, Stamper, Henson. The suggestion that the Board Members raise their own Expense $5. was tabled for further consideration. ~~.~ August 3, 1970--minutes continued-- ~ ~~~-~ It was reported that the budget for the Street and Alley Project was approved by the County Exise Board in the amount of $8,439.84. NTr. James rieckart from willowdale Trailer Park came before the Board request a right to place crash gates on the north and South Entrances of the Park. He said th~~t it would eliminate most of the unauthorized traffic now in the Park, but would not hamper entrance of emergence vehicles in any way. The need for more than one exit was questioned by the Board. I~ir. r~eckart explained that exit could be obtained by tapping the gate from the outside or could be completely knocked down, in emergency, from tie inside. The Board agreed to grant permission to instal the gates on a trial basis of 3 months with the stipulations that the '"orth and mouth entrances be markdd both internally and externally, that both entrances be kept free and clear at all times. Tyr. Stamper so moved; seconded by Nr. Evens, Ayes: Ross, Henson, Stamper, Evans. Tyr. Heckart also expressed a request for a building permit from the City upon finalization of his engineer's report. The matter ~d.ll b e considered at that time. N?r. Brooks came before the Board requesting building permit for a shopping center on 76th near the school. i°lr. Ross advised that the Manning commission would meet on the third Thursday of the ~°1onth and that he should be prepared to show a plat at that meeting. The Planning would make their recommendation to the Council. It was reported that the Riot Guns and First Hid hits had been received through money from 11~COG.
