HomeMy WebLinkAbout1969.01.20_City Council Minutes~~ ~~~ -' January 20, 1969 The Board of Trustees of the Town of Owasso met in regular session at the Town Hall at 7:30 p.m. on January 20, 1969. Present: John Groth Bill Henson Dean Large Joe Ross Inez Odom Josephine Downey M. S. Sawyer President of the Board Trustee Trustee Trustee Town Clerk Deputq Clerk Attorney Absent: Gary Evans The minutes of the last meeting were read and approved as read. Dr. Wayne C. Bright was present with an application and a $25.00 check, asking for zoning for a dental office on the following described property: The W1, E1, E?, SW~, SEw, SE~ of Section 30, Township 21 North, Range 14 East, Tulsa County, State of Oklahoma, containing 14 acres on 76th Street North. Mr. Groth read a letter from the planning commission recommending the zoning. Mr. Henson moved and Mr. Ross seconded a public hearing be set for next regular meeting date on February 3, 1969, at 7:30, after proper publication and correction of legal description on the application. Ayes: Groth, Henson, Large, Ross. Mr. Groth suggested that since we are renting the former Yough Palace Building for a jail and will only be using a part of it, that we continue using the remainder for a community center, requiring only that it be properly cleaned or a janitor fee be paid. Mr. Henson so moved and Mr. Ross seconded the motion. Ayes: Groth, Henson, Large, Ross. Mr. Fellenger asked if dancing would be permissable and who could be contacted for a key to the building. He was told that dancing would be permitted and that the key would be at Town Hall. Mr. C. B. Sherrill presented a plat for a building permit on Lots 2 and 3, at lOg W. 1st Ave., for a storage building directly back of a storage building already there and would be 58~ x 3of and 1500 sq. ft. Mr. Ross moved the permit be granted. Mr. Henson seconded the motion. Ayes: Groth, Ross, Large, Henson. Mr. Harold Charney offered a loan of a Ditto Capy Machine to the Town(since the Town cannot afford to buy itj until he can sell it. The Town accepted. Carousel Company sent a plat of their future development, setting out the seven acres being donated for a school, west of highway 75 and north of 116th Street North, for approval. Mr. Henson moved and Mr. Ross seconded the seven-acre site be accepted by the Town for a school site. Ayes: Groth, Henson, Large, Ross. Jim Griese' came before the Board as a prospect for a planning commission member. Mr. Ross moved Jim be placed on the planning commission to replace Bill Boyd, whose term expires January 1, 1971. Mr. Henson seconded the motion. Ayes: Groth, Henson, Large, Ross. {. .K ~ ~ '~~ I3 January 20, 1969 -- Minutes continued After some discussion, Mr. Large moved and Mr. Henson seconded that a bond issue be presented to the people of Owasso for sidewalks and sewer drainage -- bonds to be retired by recently voted sales tax, and that the issue of using part of the sales tax for paving Main Street also be presented for a vote. The whole project which had been estimated at $177,146.00 would only cost approximately $150,000.00 as our County Commissioner had offered the use of the County Paving Machine which would cut the cost of paving about one-half. Ayes: Groth, Henson, Large, Ross. Approximately $4,500. has been received by the Town for sales tax already. Nfr. Groth will contact Evan L. Davis to handle the bond election. Mr. Ross moved we hire Mansur, Steele, & Williams, Inc. for engineers for the project. Mr. Henson seconded the motion. Ayes: Groth, Large, Ross, Henson. The Tulsa County Health Department is now ready to build a Center in Owasso, but we must furnish a site for the building. A committee which had been appointed by the Town Council had recommended three possible sites for the buildin Each site is large enough for a Community Center and would cost approximately 100,000. Harold Charney suggested that we could buy 79 acres southwest of Owasso for $100,000. which would be room for baseball diamonds and a park also. The disadvantage of that site is that it would not be acceptable for afire station nor a library. Advantages and disadvantages of the sites were discussed then Mr. Large moved we submit a bond issue for procurement of land for a Health Center only, at this time since the Town probably is not ready to vote $100,000 for the entire center. Mr. Henson seconded the motion. Ayes: Groth, Large, Ross, Henson. Mr. Sawyer presented Resolution No. 10, PLACING INTO OPERATION THE MUNICIPAL COURT OF THE INCORPORATED TOWN OF THE TOWN OF OWASSO, IN TULSA COUNTY, STATE OF OKLAHOMA. Nfr. Large moved and NEr. Henson seconded the motion that we pass the Resolution. Ayes: Groth, Large, Ross, Henson. (Attached) Mr. Sawyer brought up the question of whether policemen should patrol inside beer bars. After some discussion, it was decided the policemen had a responsibility to check the bars especially if they suspected trouble of any kind. Mr. Henson moved we change Court from one to two days per month beginning February 8, 1969, and on every second and fourth Saturday thereafter. Mr. Large seconded the motion.
