HomeMy WebLinkAbout1969.03.17_City Council Minutes,. March 17, 1969 The Owasso Town Council met in regular session on March 17, 1969 at 7:00 p.m. in the Town Hall. PRESENT: John troth Dean Laf~ge Joe Ross Gary Evans Donah Huggins Josephine Downey Tory` Sawyer ABSENT: Bill Henson President of Board Trustee Trustee Trustee Acting Town Clerk Deputy Clerk Attorney for Town Minutes of the last regular meeting were read and approved as read. Mr. Ray Bailey appeared before the Board seeking permission to place a trailer for his daughter on a residential lot in the south part of town. T~ir. troth advised Mr. Bailey that the City Ordinance prohibited the use of residential lots for trailers; however, the Board could grant him permission to use the area, under the circumstances, for a temporary period of time not to exceed one year. Mr. Bailey agreed to clean up and maintain the area. Mr. Ross moved that we permit NIr. Bailey to use the lot temporarily with the restrictive .time use of one year. Mr. Evans seconded the motion. Ayes: troth, Large, Ross, and Evans. Dr. Perry Evans appeared before the Board complaining about the unnecessary language used by a Police Officer after stopping his son recently. Mr. troth advised Dr. Evans that the matter would be investigated thorough3.~-~; then necessary action would be taken. At 7:30 p.m. the scheduled hearing of petition of annexation from Mr. J. Ray Smith and the Owasso Lumber Co. was presented to the Board. The petition was dated March 3, 19b9 and included proof of publication. I~Ir. Ross moved that we adopt Ordinance #111 for annexation to the pity of Owasso; seconded by Mr. Evans. Ayes: troth, Large, Ross, Evans. Copy of Ordinance is attached. Mr. Large moved that we accept the emergency clause in the Ordinance so that it can become effective immediately; seconded by Mr.Ross. Ayes: troth, Large, Evans, Ross. Mr. Sawyer advised the Board of the need for specially made tickets._.The new form is'necessary due to a change in law. Mr. Sawyer will prepare the orders necessary for us; he is working with officers now. 7:45 p.m. petition for annexation to the Town of Owasso by C.W. and Shir~.y Fry with proof of publication was presented to the Board. Mr. Large moved that we adopt Ordinance ~ 110 (copy attached) in relation to annexation to the Town of Owasso. Motion by Iflr. Evans to accept emergency included so that ordinance can be effective immediately; seconded by Mr. Large. Ayes: troth, Large, Evans, Ross. A group of approximately 25 people appeared before the Board voicing complaints against the police department. NIr. troth advised the group to select a spokesman for the group, and that the discussion would have to be interrupted due to prescheduled business the Board would have to take up at 8:00. Those voicing complaints with the Board were Mr. Campbell, Mr. Zimmerman, Mr. Oldson, Mr. Mitchell, Mr. Holt, Mr. Hopkins, Mr. Lavendusky, and Mr. Bailey. March 17, 1969--minutes continued-- Various complaints against the Police Department were that officers were staying in the bars from 5-10 minutes when checking, which they think is an unnecessary amount of time. Chief Waters explained that the reason for the checks was, in part, due to reports of minors being served on the premises and the observation of empty liquor bottles in waste cans and in front of the bar. Another complaint was that the attitudes of the officers were not properly controlled. Mr. Groth advised that it was impossible to control any human beings attitudes, but that officers were instructed constantly on how to treat the people, their rights, etc. The discussion was interrupted at this point so that the Board could take up its prescheduled business at 8:00. At 8:00 Bids for the tractor that had been advertised in the paper were opened. Bid #1 was from Kelley Tractor and Implement Company in Tulsa. The bid was dated March 13, 1969 and was fisted at $3,600. Bid #2 was from Owasso~s Standard Auto Supply. Price for the tractor was $4,255.76. The Board discussed the two tractors and the bid prices. ` Mr. Large moved that we adcept the bid from Kelley Tractor and Implement Co. for $3,600 with trade; seconded by Mr. Ross. Ayes: Groth, Large, Ross. Abstained: Evans. The Board then continued discussion of complaints from Town group. One complaint was that some of the people were being harassed by certain officers. It was stated that the members respected the law, but were losing respect for some of the officers behind the badge. It was also reported that certain officers had been driving with their lights off. One complaint cited a particular time when a certain officer refused to take a boy home and used unnecessary language while refusing. One complaint was that business was being run out of Owasso due to present police force and number of citations issued. There was a request that Mr. Simons be replaced. After all complaints had been heard by the Board, Mr. Groth assured the group that the matter would be investigated thoroughly with the officers, then the necessary action would be taken. There was a report of water in the ditch at 306 N. Birch. The matter is under consideration and will be corrected as soon as possible. Mr. Large moved that we recess the meeting and reconviene Tuesday, Mauch 18, 1969 at 7:00 p.m. to t3iscuss the bond issue; seconded by Mr. Evans. Ayes: Groth, Ross, Large, Evans.
