Present: Joe Ross - Howard Stamper Gary Evans Inez Odom Josephine Downey Martha Boyd M. S. A letter was read by Mr. Ross from Evan L. Davis stating that we cannot sell bonds until a U. S. Supreme Court decision is made. Mr. Sawyer will meet with the Tulsa Ezcise Board on July 10 to hear the decision of the division of mills between cities and county for next year. Breisch Engineering Co. asked to have a public hearing on master planning of Owasso on July 24, 1969 at 7:30 p.m. at City Hall. Mr. Evans moved we confirm that date for the hearing. Mr. Stamper seconded the motion. Ayes: Ross, Stamper, Evans. July 9, 1969 Minutes continued --- A letter was read from H.D. Hale, dated June 27, protesting the refusal of the City to grant water taps to the new homes in his addition. Mr. Ross read an answer to the letter dated July 3, informing Mr. Hale that the water taps had been refused because he had failed to cooperate or talk to the Town Board about problems of drainage and streets in the addition, which had caused many complaints from the residents. Another letter was read from Mr. Hales attorney, Charles P. Gotwals, Jr., asking for the water taps to the new homes:. Herbert and J. W. Hale appeared before the Board and showed pictures of other properties which were worse than theirs. After some discussion, the Board agreed to permit the taps after the Hale brothers agreed to correct the drainage problem within reason on their property. Mr.~Stamper asked about a curfew for teen agars under eighteen years of age in Owasso. Mr. Sawyer thought it was a good idea. Mr. Stamper suggested a City Ordinance governing weeds, trash and old autos, etc. in Owasso.
