The Town Council met in conjunction with the Owasso Planning Commission
at a special called and advertised meeting, on August 7, 1969 at 7:30 p.m.
for the purpose of accepting or rejecting a comprehensive plan prepared
by Community Planning Associates.
PRESENT: John Groth President of Board

Several visitors were also present.
Jack Spradling of Breisch Engineering Company showed a map and explained
the purpose of the plan which is merely a guide for our town to be able
to grow to the best advantage for all people concerned.
After Mr. Spradling's explanation, Mr. Groth allowed the visitors to
ask questions. Several questions were asked and mostly answered satis-
factorily by Mr. Groth, except Mr. Hale was a little apprehensive about
the possible expansion of his northside shopping center which is in a
proposed residential area, although he was assured that his present
business or any other business presently operating would not be affected.
Mr. Sawyer presented Ordinance #116 pertaining to zoning according to the
proposed plan. Mr. Ross moved the Ordinance be accepted. Mr. Evand
seconded the motion. Ayes: Groth, Ross, Evans, Stamper.
Mr. Stamperrtaved that an emergency be declared and that the Ordinance
be effective immediately. Mr. Evans seconded the motion.
Ayes: Groth, Ross, Evans, Stamper.

Resolution #16 regulating subdivisions, compiled by the Community
Planning Associates of Tulsa was presented and Mr. Ross moved it be
adopted. Mr. Stamper seconded the motion. Ayes: Groth, Ross, Stamper,
Evans.

~ Mr. Sawyer presented Ordinance #117 to adopt a code known as "Owasso
Zoning Code" pertaining to zoning of Ordinance No. 116. Mr. Stamper
moved the Ordinance be accepted. Mr. Ross seconded the motion.
