September 2, 1969
The Owasso Town Council met in regular session on September 2, 1969, at 7:00 p.m. in
the Town Hall.

A claim was signed for a revaluation refund from Tulsa County for $40.11 for last year.
Rev. Joe Fowler asked for permission to move a trailer on the back of the Baptist Temple
lot at 1006 East 2nd Avenue for visiting preachers. He was told that our zoning ordinances
do not permit trailers except in trailer parks and his request could not be granted.
Mr. Rippetoe appeared with a complaint against Hale Apartments for using 55-gallon
barrels for trash instead of garbage cans. The barrels are too h@~#vy to handle and
the trash is scattered.
Mr. Groth said a letter would be written to Hale Brothers requesting that they use
garbage cans. Mr. Rippetoe agreed to continue service to the apartments until September
15, 1969 then service would stop unless cans are ~ provided.

Dr. Reed was present for the hearing on annexation of his property which was set for
7:30 p.m. No objections were heard and Mr. Sawyer presented Ordinance No. 118 accepting
the annexation of the property. (Attached) Mr. Henson moved and Mr. Evans seconded the
Ordinance be accepted. Ayes: Groth, Henson, Evans, Stamper.
Mr. Henson moved that an emergency exists and the ordinance be affective immediately.
Mr. Evans seconded the motion. Ayes: Groth, Evans, Henson, Stamper.
Tow letters were read by Mr. Groth from Jones, Givens, and Gotcher, Attorneys for Dr.
Reed, stating that 2~/ of the 12 acres just annexed would provided for parks, if
the property was zoned for a trailer park.
Mr. Henson moved we give President of the Town Board authority to set a special meeting
and public hearing for approval or disapproval of the zoning of the Reed property on
September 29, 1969, upon receipt of Planning Board recoffanendations, reserving the right
of the Town Board to act on the question. Mr. Evans seconded the motion. Ayes: Groth,
Evans, Henson, Stamper.
Mr. Groth set the special meeting for Monday, September 29, 1969 at 7:00 p.m.
The Planning Commission recommended the Mrs. Nina Lindsey Laundry property located on
Lot 2, Block 2, Original Town of Owasso, be zoned commercially. Mr. Stamper moved a
hearing be set on the zoning for the special meeting called for September 29, at 7:30
~.m. Mr. Henson seconded the motion. Ayes: Groth, Henson, Evans, Stamper.
Mrs. Nola Phipp~~, School Guard, who works 3~ hours per day at $1.7~ per hour asked for
a raise to $6.00 per day. Mr. Henson so moved. Mr. Stamper seconded the motion. Ayes:
Groth, Henson, Stamper, Evans.
Mr. Sawyer presented Ordinance No. 119 prohibiting abandoned or unused vehicles being
parked in Town. Mr. Sty per moved we adopt the Ordinance. Mr. Evans seconded the motion.
Ayes: Groth, Stamper, Evans, Henson. (Attached)
