October 20, 1969
The Owassc Town Council met in regular session on October 20, 1969 at 7:00 p.m. in
the Town Hall.

The minutes of the last meeting were read and approved as read.
Four bids for materials for Kornegay water lines were opened at 7:15 after having
been duly advertised:
John Mansville, Denison, Texas
Cooper Supply Co., Tulsa, Oklahoma $8,140.00
Utility Supply Co, Tulsa, Oklahoma 8,022.78

If paid by 10th of month less 16.00 7,644.00
Pioneer Supply Co., Inc.,Oklahoma City, Okla. 7,797.29
Mr. Evans moved we accept Utility Supply Co. bid with the discount, since it is the
lowest bid. Mr. Stamper seconded the motion. Ayes: Groth, Henson, Ross, Stamper,
Evans.
Mr. Stamper moved and Mr. Henson seconded we approve and sign a contract with Mr.
Kornegay whereas he purchase materials, including the Utility Supply bid for $7,644.00,
sand, and boring sand and boring will cost approximately $1,100) and the Town will
furnish labor for the water lines. The contract, calls for $9,000. from Mr. Kornegay
to cover expenses for all materials and any balance will be refunded to him. Ayes:
Groth, Ross, Henson, Evans, Stamper.
Dr. Reed appeared with maps showing the Engineers hadmade an error in termination
on the map in the planning book. The lowest bench mark "water level" on his addition
is 5.89 instead of 5.81. He plans to raise his land to 5.84, minimum, as previously
approved by the Council and asked that this approval be accepted regardless of error
on map. Mr. Ross so moved. Mr. Henson seconded the motion. Ayes: Ross, Henson, Evans,
Stamper. Groth abstained.
Mr. Stamper suggested "No Parking" signs be errected north side of the Lodge Hall.
Mr. Stamper moved Tom Schick be appointed director of Civil Defense. Mr. Evans seconded
the motion. Ayes: Groth, Stamper, Evans, Ross, Henson.
Mr. Henson suggested a periodic check be made on cite vehicles to prevent maintenance
repair.
Mr. Henson read a list of memorandums after a meeting with police commissioners and
police officers.
