HomeMy WebLinkAbout1969.12.15_City Council Minutes,~~ `;a December 15, 1969 The Owasso Town Council met in regular session on December 15, 1969 at 7:00 p.m. in the Town Hall. Present: John troth Bill Henson Howard Stamper Joe Ross Inez Odom Josephine Downey M. S. Sawyer Several Visitors Absent: Gary Evans President of the Board Trustee Trustee Trustee Town Clerk Deputy Clerk Attorney The minutes of the last meeting were read and approved as read. A quotation was presented by Mr. troth from Yeomans Brothers, Co., Tulsa, for two aerators at a cost of $8,400.00. It was estimated that two aerators would increase the lagoon capacity to take care of 5,000 po¢ulation. Joe Ross moved we hire Mansur-Steele-Williams, Inc. Engineers, to make a study for expansion of our sewer system. Mr. Stamper seconded the motion. Ayes: troth, Henson, Ross, Stamper. Mr. troth recommended that Paul McBride be given a raise in salary from $355• to $3g5• per month beginning January 1, 1970. Mr. Henson so moved. Mr. Stamper seconded the motion. Ayes: troth, Henson, Ross, Stamper. The W.S & W. Development Company, represented by Mr. Woods and Mr. Sokolosky, presented a proof of publication asking for zoning of a tract of 2.761 acres for a Warehouse Market. No opposition was heard and Mr. Stamper moved the application be granted. Mr. Henson seconded the motion. Ayes: troth, Henson, Ross, Stamper. The W. S. & W. Development Company presented proof of publication and asked zoning of two lots in Ator Heights Addition consisting of .28 and .25 acres for a duplex.on each lot. Mr. Coy Money presented a petition signed by 40 residents of Ator Heights Addition and neighboring the lots, objecting to the zoning. Mr. Money said he owns a $43,000. home just three blocks from the proposed zoning and he objects to rental housing so near his home . Mr. Wood explained that each duplex would contain an owner and one rental at the rate of $180. to $200. per mor:th, and that each unit would be as large as some of the homes in the addition. Each duplex would be sold for $32,500. to $35,000. and would be an asset to the Addition. Jack Th®np, 206 W. lbth said he felt that the duplexes would lower the value of his property. Mr. Elkins said apartments would not pay on school expenses. Mr. troth recommended approving the zoning with a stipulation that a screening fence be built west of the buildings. Ns. Ross moved we accept the zoning for a duplex on each lot -- R-M zoning -- and that upon development of Lots 1-2-3, Block 5, Ator Heights Addition, if area residents in (~ ~: c December 15, 1969 -- minutes continued Block 5, 3, er. 1 object to the area, before development of Lots 1-2-3, a screening fence be built west of the duplexes. Mr. Stamper seconded the motion. Ayes: Ross, Groth, Henson, Stamper. Mr. LeRoy Shuck appeared with proof of publication, asking for C.G. (Commercial General) zoning at 11a.th and Birch for a drive-in and play room. A letter from the Planning Commission recommended the zoning. Mr. Groth read a letter from the Board of Education objecting to the zoning, then he read from "The Revised Ordinances of the Town of Owasso" Sec. 56, that it is unlawful for a pool hall within limits of town to be in the same building with any other type of business or sales. Mr. Groth expressed his personal opinion that the choice of location for a business of this kind was poor because it was so near the school. Nx. Shuck showed the plat of the proposed $52,000. business and said it would be an asset to the school and addition. Mr. Sokolosky said Mr. Shuck had a nice plan and the school traffic could be handled by cooperation from the School. Mr. Money presented a petition signed by 60 property owners of the addition protesting the pool hall and drive-in because of a hazard to small children walking to and from school and because of devaluation to their homes. (Attached) N''r. Elkins said the business would cause too much trash in the nice neighborhood and the odor of hamburgers would be unpleasant. Jim Hagan said a drive-in and pool hall is fine in the proper place but this location is too near the school. Mr. Thorp said he would accept Mr. Woods word of the duplexes being an asset to the addition but wondered how Mr. Woods felt about a drive-in and pool hall in the addition as an asset. Mr. Groth said "Spot Zoning" was not good for the Town and recommended the zoning be denied. Mr. Henson so moved. Mr. Ross seconded the motion. Ayes: Groth, Ross, Henson, Stamper. Mr. Ross suggested writing a letter to the Board of Education from the Town of Owasso recommending the two work together in planning further building. Mr. Groth said President Smith had assured him that the school would cooperate with the Town in every way possible. Superintendent Jarman had also offered cooperation between the school and town. Mr. Sawyer presented Ordinance No. 122 pertaining to littering of Public Streets, Roads, etc. (Attached) Mr. Ross moved and Mr. Stamper seconded the Ordinance be accepted. Ayes: Groth, Ross, Stamper, Henson. Mr. Stamper moved an emergency exists and the Ordinance be affective immediately. Mr. Henson seconded the motion. Ayes: Groth, Henson, Ross, Stamper. Mr. Groth said City Hall would be closed on Thursday, Friday, and Saturday for Christmas and New Years Vacations.
