The Owasso Town Council met in regular session on August 19, 19b8 at 7:05 p.m. in
the Town Hall.

Mr. Large moved that we re-invest $10,000 in the Sinking Fund and $3,500 in the Meter
Fund on the recommendation of the Treasurer; seconded by Mr. Henson. Ayes: Ross,
troth, Evans, Henson, Large.
Mr. Larkin Bailey came before the Board concerning the annexation of 200 acres west
of the railroad track for industrial purposes. The Board expressed no objection; Mr.
troth advised Mr. Bailey ;of proper steps to take in the matter.
The Board was advised that the weeds in Hale Addition had been mowed down and that
Mr. Hale is planning to get the ditch cleaned out. The sidewalk project will be
completed as soon as another man is hired to complete it.
Plans for the new Free Will Baptist Church were reviewed. Mr. Large moved that we
issue a building permit subject to their agreement on black topping drive and parking
lot; seconded by Mr. Ross. Ayes: troth, E~rans, Ross, Henson, Large.
Mr. Henson opened the two sealed bids for the police car as was previously announced.
The Board reviewed the bid for $2,762.20 from Wilkerson and the $2,688. bid from Fred
Jones Ford. Mr. Large moved that we accept the bid from Fred Jones Ford subject to
conditions that it includes heavy-duty alternator and radiator. Motion seconded by
Mr. Ross. Ayes: troth, Evans, Ross, Henson, Large.
Approximately 10 people came before the Board complaining about the dog pound. The
spokesman for the group was Bill Boyd. The group presented a petition with approximately
50 signatures petitioning the Board to provide proper shelter for dogs. The Board
discussed possibilities of letting the Vetinarian be responsible for the dogs with a
charge of $l. per day per dog. Mr. Large moved that charges be filed on people
claiming dogs that ran loose and were placed in Dr. Bryson's care, but advising the
court to suspend first offenders. Motion seconded by Mr. Ross. Ayes: troth, Evans,
Ross, Henson, Large.
Mr. Large moved that we issue a building permit for a carport to Claude Clifton
subject to conditions that it falls within boundary limitations; seconded by Mr. Ross.
Ayes: troth, Evans, Ross, Henson, Large.
The Board discussed possibilities of repairing the pop machine in City Hall, but
decided to move the machine in back of the room instead and not repair it.
Herb Tyler came before the Board seeking permission to procure a trailor for the
City~s mower. Mr. Evans moved that we grant permission for Mr. Tyler to purchase
a trailer for the tractor; seconded by Mr. Ross. Ayes: troth, Evans, Ross, Henson,
Large.
Mr. Charney discussed certain court possibilities with the Board.

Woodrow Waters discussed with the Board the need for additional police coverage in the
City in early hours. The City is not able to finance another police officer. Mr.
Henson moved that Mr. Waters be allowed to make arrangements to extend hours of
service to cover the 2-3 hours or whate~rer Mr. Maters and Police Chief deem necessary;
seconded by Mr. Ross. Ayes: Groth, Evans, Ross, Henson, Large.

Mr. Evans moved that we have the tree that is obstructing the street light removed
for $3g•; seconded by Mr. Henson. Ayes: troth, Evans, Ross, Henson, Large.
Mr. Large moved that the next regular meeting of the Owasso Town Council be rescheduled
for Tuesday, September3, 1968 due to the Labor Day Holiday; seconded by Mr. Evans.
Ayes: troth, Evans, Ross, Henson, Large.
The Sales Tax petition now has approximately 150 signatures for the sales tax vote.
Mr. Rossrmoved that Mr. Sawyer be directed to make preparations for presentation
of the sales tax on the run-off election date, September 17, 1968. Seconded by
Mr. Henson. Ayes: troth, Evans, Ross,Henson, Large.
The Board expressed approval of the sewer issue and is ready to attempt negotiations.
The Board discussed the problem of diversion from Mr. Fry's property. It was agreed
to leave the matter as is. Mr. Sawyer advised the Board on returning the easement
on one of the properties for the sewer line.
Mr. Sawyer discussed with the Board criminal offenses of not appearing in court.
He will check into the ordinances and advise the Board later.
Mr. Ross moved we adjourn at 10:00; seconded by Mr. Large. Ayes: Groth,Evans, Ross,
