PRESENT: John Groth Bill Henson Dean Large Donate Alnett Josephine Downey ABSENT: Joe Ross Gary Evans Martha Boyd Chairman of Board Trustee Trustee Acting Town Clerk Deputy Clerk The minutes of the last meeting were read and approved as read with the following corrections: That portion pertaining to extra police coverage should read "at the discretion of the Police Commissioner and Woodrow Waters rather than Police Chief." That portion pertaining to discussion of sales tax by the Board should include Mr. Henson's name in the approval. Ketchum acting as spokesman for the group. Rev. Ketchum explained to the Board that-the Free Will Baptist had not planned to black top the parking area for their new building immediately as they had insufficient funds for the project at present. He advised the Board that the Church planned to black top the area as soon as funds were available. Mr. troth advised the group of ~e policies on black topping in that area. The Board decided that the parking area was out of the present Cityfs limits, so had little voice in the matter. Mr. Large moved that a building permit be issued for the New Free Will Baptist Church; seconded by Mr. Henson. Ayes: troth, Large, Henson. The Board discussed certain buildings to house City Hall, the Police Department, etc. The new police car is now in use by the City. Mr. Stamper did the labor on changing certain equipment for the car and asked for the old car radio in exchange for his labor. The Board expressed no objection. Mr. Large moved that we give Mr. Stamper the old police car radio in exchange for his labor on the new car; seconded by Mr. Henson. Ayes: troth, Large, Henson. The Board discussed the use of a 'No left trun sign' at Main Street and $6th Street to be used when traffic is so heavy in the school area. Mr. Large voiced the opinion that it would be better to have the traffic conje~stion at the guarded intersection rather than in the residentila area. The Board agreed; the matter is still under consideration. Mr. troth advised the Board of the letters sent to residents at 1006 North Ash and at 1004 North Atlanta concerning possible fines in- volved if they continued to operate their businesses in the residential area . The Board. discussed a letter from Mr. James Connely, Texas A&M University, dated August 29, 196$ concerning the Federal Water Pollution Control Project and their invitation to Mr. Herb T~rler to represent Owasso. The Board expressed approval and agreed to give Mr. Tyler $100. plus his salary and to authorize him to take off and attend; so moved by Mr. Large and seconded by Mr. Henson. Ayes: troth, Large, Henson. The Board discussed the sewer project, the right aways, and easements. We got a permit from the State Highway Department for an easement to Hawk Addition. Dr. Reed will give right away. The Hawk Contract for $23,752.50 by Williams was discussed. Payback amounts are X250. per month for a 6~ year period. Board expressed approval. Mr. Henson moved that we accept the Hawk Contract as sub- mitted by Williams Construction Co.; seconded by Mr. Large. Ayes: troth, Large, Henson. Mr. Henson moved that Mr. troth be authorized to sign the contract with the stipulated amounts; seconded by Mr. Large. Ayes: troth, Henson, Large. ~f, , September 3, 196$ --minutes continued-- The Board discussed the Shahan account with the City. The balance of the account as of March 7, 196$ is $17,09$.50 with a payback of $50. per month. It was agreed that the account would eventually be marked off the books at Mr. Shahan~s death. Mr. Ray Jones came before the Board stating that he didn't think he should pay his late water bills due to the malfunction of the water meter. There is approximately $60. in question on the bill. T ~e Board decided to let Mr. Jones buy a new meter at $34.75 which the City OUP will install; the June and August bills will then be figured at an average of $$. for each month. Then an accurate check will be taken next month with the new meter installed. Mr. Large so moved; seconded by Mr. Henson. Ayes: Groth, Henson, Large. The Board also discussed other deliq~t accounts on the Jonesville Water Line. The Board discussed the deletion of Mr. Kasler's easemtnt. It was agreed that he should pay inflated prices to get services in the area. Mr. Large suggested that we should maintain the line at both finds in order to keep control. Board is in agreement.
