The Owasso Utilities Authority and the Owasso Town Council_.met in joint session
at the Town Hall January 12, 1967 at approximately 9:40 p.m.

The Board had offered Mr. Ketcher $275. for the easement on his property. He had
refused tYie offer then later telephoned a request for $350., a Free Sewer Tap,
and that his property be put back exactly as was, after the construction of the
sewer. Easement to be as originally described; the W 10 feet of the E. 55 feet.
Mr. Foster moved that under the circumstances, we reluctently meet his demands as
a member of the Utility Authority. It is unfair, but is seemingly necessary to
expedite the matter in the interest of all concerned and to avoid lengthy legation.
Mr. Duncan seconded the motion. Ayes: Groth, Foster, Large, Duncan.
Mr. Foster moved that Mr. Sawyer be engaged as our Utility Authority Attorney
and that he draw up a contract of agreement. Mr. Large seconded the motion. Ayes:
Groth, Foster, Large, Duncan.
Mr. Smith discussed the agreement figures on the bonds then proposed we raise the
interest on the bonds to 5 3/4~ for 20 years, callable in 10 years, instead
of the agreed 5~ for 30 years, callable in 15 years. He also proposed a 5% dis-
count instead of a 3% fee on the bonds.
Mr. Foster moved and Mr. Duncan seconded that we accept the proposal. Ayes: Groth,
Foster, Large, Duncan.
Mr. Foster moved and Mr. Large seconded we adjourn at 10:1 p~m. Ayes: Gro h, Foster,

The Board of Trustees of the Town of Owasso met in special session at the Town Hall
on January 12, 1967 at 10:15 p.m.

Mr. Foster moved and Mr. Duncan seconded we dispense with the reading of the minutes
of the last meeting. Ayes: Groth, Foster, Large, Duncan.
The purpose of the meeting was to discuss a proposed election to assess a 1~ sales
tax in the 'j'own of Owasso.

January 12, 1967 Minutes continued
Mayor troth, along with officials of other surrounding towns met with Mayor Hewgley
and discussed the sales tax.
Mr. troth said the majority of the people contacted in the area want the sales tax
for special projects such as a swimming pool, community building, main street im-
provement, etc. Tulsa City has set its election for February 21, introduced by an
Ordinance. We could use the same ordinance except add the sentence that if the
Tulsa City fails to carry for the tax, we would revoke assessment. The Ordinance
must be adopted before February 3, in order for us to vote on February 21, 1967.
Mr. Duncan moved we ask Mr. Sawyer to make an Ordinance for discussion at the next
meeting. Mr. Large seconded the motion. Ayes: troth, Foster, Large, Duncan.
Mr. Large moved and Mr. Foster seconded we adjourn at 10:40 p.m. Ayes: troth, Foster,
Large, Duncan.
