February 20, 1967
The Board of Trustees of the Town of Owasso met in regular session at the Town Hall
at 8:00 p.m. on February 20, 1967.
Present: John troth President of the Board

The minutes of the last meeting were read and approved as read.
Mr. Sawyer answered a previous question, that Ordinance No. 86 pertaining to sales
tax was published in the Collinsville News because the law states that publications
must be in a paper of general publication and the Tulsa County News only covers certain
localities.
Tom Rikkola appeared in behalf of the fire department and asked for six to ten sets of
personal equipment, consisting of boots, helmets, coats, etc. for protecting firemen,
at a minimum cost of $450. Mr. troth suggested. the chief and associates draw up a
list of needs to be considered in the 1967-68 budget.
Mr. troth presented a copy of Senate Bill No. 11, and a Declaration of Intent from
Senator Finis Smith in regard to the appointment of a member on the Excise Board
from the surrounding county towns to take the place of Mr. Bill Pigman, whose term
is expiring. Then a letter was read from Mayor Simmons of Broken Arrow suggesting
the surrounding towns work out a gentlemen's agreement to pass around the appointment
from one area of the County to the other in a sort of rotation, so the surrounding
towns would always be represented.
An application has been made for a third number (79) to be used for our police car
radio. We already have numbers 77 and 78.
A letter was received from the State Health Department enclosing a permit for sanitary
sewer lines in the West Port Subdivision of the Joe Steed Addition.
Mr. Foster made a motion approving Operating Agreement of Owasso Utilities Authority
of water and sewer system. Mr. Duncan seconded the motion. Ayes: troth, Foster, Duncan.
Passed.
Mr. Duncan made a motion that we approve the rates established by the Authority as set
out in the Operating Agreement relating to water and sewer. Mr. Foster seconded the
motion. Ayes: troth, Foster,. Duncan. Passed.
Mr. Foster moved and Imo. Duncan seconded that we authorj.~~the President of the Board
and the Clerk to sign the Operating Agreement with the Owasso Utilities Authority re-
lating to the water and sewer system. Ayes: troth, Foster, Duncan. Passed and condensed
to a resolution and attached to the minutes as Exhibit rrArr~
The Board agreed to pay Donald McLaury $2.00 per hour temporarily as part-time policeman.
