Present: John Groth President of Board Joe Ross Trustee V. D. Duncan Trustee Ernie Foster Trustee (arriving at 7:20 P.M.) Absent: Dean Large The minutes of the previous meeting were read and approved as read. Mayor Groth reported that this project was not feasible because of lack of funds. After being asked to resubmit the recently defeated 1 cent sales tax increase, Mayor Groth reported that there was legal aspects to this that would have to be checked into. Mr. Duncan moved that J. W. Bruner, Bill Boyd, Ed Fe flinger, Mrs. J. W. Bruner, Bob Mc- Carnegay, Bob Yarbrough and Charles Kohler be appointed as a com- mittee to study the feasibility of this center, to study the needs of the communtiy and to make suggestions and recommendations to the Board when the study is completed. Mr. Foster seconded the motion. Ayes, Groth, Foster, Ross, Duncan. Mr. Ross moved that the Board give its wholehearted support in the effort made to utilize the school property for public functions and that the Board would formally Minutes-Page 2-April 3, 1967 `~' ~ ~3 petition the school to do so. Mr. Duncan seconded the motion. Ayes, Groth, Ross, Foster, Duncan. Mr. Duncan moved and Mr. Ross seconded the motion that Ordinance 89 be adopted as written annexing the landas described in the Ordinance. Ayes, Foster, Groth, Duncan, Ross. Mr. Duncan further moved that the emergency clause be invoked. Mr. Ross seconded. Ayes, Groth, Foster, Ross, Duncan. A letter from Tulsa Mayor Hewgley regarding the April 6th meeting of the proposed Council of Governments was read, with Mayor Groth's reply also being read. Owasso Planning Commission's letter recommending the commercial zoning of Lots 1 and 2 of Block 14, Original Town of Owasso, was read with the Board approving the recommendation. Mr. Duncan moved that Owasso Planning Commission's recommendation of denial of use of Rayola Park road's use as an access road to the Percy V. Hert property be accepted. Mr. Foster seconded. Ayes, Groth, Foster, Ross, Duncan. Mr. Foster moved that recommendations and provisions of the State Department of Health be accepted and permits issued to begin construction of water and sewer lines in Hale Addition. Mr. Duncan seconded. Ayes, Groth, Foster, Ross, Duncan, Mr. Duncan moved that recommendations and provisions of SHD be accepted and permits issued to begin con- struction of water lines to serve Hale Acres. Mr. Foster seconded. Ayes, Groth, Foster, Ross, Duncan. Mr. Ross moved that recommendations and provisions of SHD be accepted and permits issued to being construction of water lines to serve Ator Heights Addition. Mr. Duncan seconded. Mr. Ross moved that plat of Hale Addition, including certificate of dedication of all streets and easements as per covenants on plat, and as recommended by OPC be approved as submitted by Mr. Hale. Mr. Duncan seconded. Ayes, Groth, Foster, I7ancan, Ross. Mr. Duncan moved that we advertise for bids for construction of water lines in Hale Additon, Town of Owasso, as per plans and provisions of SHD with the bids to be received and opened at City Hall on Monday, April 17, 1967 at 7:30 p.m. Mr. Ross seconded. Ayes, Groth, Foster, Ross, Duncan. Mr. Hale was asked to install sidewalks on 11th Street, Sherrill Estates. Mr. Groth agreed to show Mr. Hale information concerning the requirements of sidewalks. A letter from Pate Engineering Co. regarding right-of-way now existing on Main Street between 3rd and 4th streets was read. Mr. Sawyer will check this matter further. This matter to be held in abeyance until the n Mr Duncan moved that William H. Fain be employed as relief police officer at $1.75 per hour effective as scheduled by police commissioner.
