D. Duncan Inez Odom Josephine Downey I~,artha Boyd M. S. Sawyer Absent: Ernie Foster President of the Board Trustee Trustee Trustee Town Clerk Deputy Clerk Treasurer Attorney The minutes of the last meeting were read and approved as read. A Civil Defense communication was read by Mr. troth asking our participation in fall- out shelters. I~~. Ross who had attended the previous meeting reported that he saw no way for us to participate as we have no money for the construction of a community shelter. 1~~. troth read another letter on the subject from Mr. Wamsley, announcing another meeting on April 20. The Board decided it would be beneficial tc have a representative at all the meetings. A letter was read from KV00 announcing special news coverage for the northeastern area this spring and asked our cooperation in reporting major improvements and events in our toUm. Tor. Large moved and ?~. Duncan seconded that Ordinance No. 90 be passed. The Ordinance is in relation to keeping certain animals in the town limits of Owasso. Ayes: troth, Ross, Large, Duncan. Nx. Large moved and Mr. Duncan seconded that an emergency exixts and the Ordinance go into effect immediately. Mr. troth suggested to the Board that the fee for City Clerk should be raised to $10. per meeting. Mr. Ross made the motion and Nir. Large seconded the motion. Ayes: troth, Ross, Large, Duncan. Mr. Sawyer presented a book of ammendments to Oklahoma law which covers water and sewer lines,to the ToNm. The Board expressed appreciation. Pam. Ross raised the problem of speeding cars in the area of Atlanta and ?th Street. hir. troth said signs could be erected at Ross' discretion such a~ SL0~~1 -- CHILDREN PLAYING-- or something to that effect. Bill Breese of Standard Auto Supply presented a petition with proof of publication asking for commercial zoning of Lots 1 and 2, Block 11~, original Town of Owasso, Tuts a County, Oklahoma. No objections were heard. P?x. Duncan moved and Imo. Large seconded the zoning be changed. Ayes: troth, Ross, Large, Duncan. A legal decision was presented by Imo. Sawyer pertaining to the dispute of the property line at 4th and t~.ain Street. His suggestions included laying a sidewalk to establish the edge of the roadway and forming a curb at the corner. He suggested the town take initial action, then wait to see if any action is brought. April 17, 1967 Minutes continued ---- K. ti^J. Lavendusky~s bid of $12,321. was the only one received by the Board for water lines to Hale Addition in Owasso. This bid will serve to establish a 75~ pay-back by the Town of Owasso to Hale Brothers. I'~. Large moved we accept the bid and Mr. Duncan seconded the motion. Mr. Hale, as owner, also accepted the bid and Vrill proceed with the work. The contract and proposal contract were signed by the Board. I~'r. Bruner, spokesman for a group of approximately ten people, presented a sketch of a community building and swimming pool with a petition askinn that $1. be added to each water bill per month to pay for same. Mr. troth said a vote by the people would be necessary before the addition could be made and we should have at least 300 names on the petition stating "I am a registered voter and would vote for the proposal". Mr. Large moved that the Council aprrove the prod ect whole-heartedly. Ns~. Ross seconded the motion. Ayes: troth, Ross, Large, Duncan. Mx. troth asked for consideration of a raise in sewer improvement from .75~ to ~1. and .10¢ on water above the use of 3,000 gallons per months to help finance the in- creasing cost of city employees. P/~r. Sawyyer reported that Mr. Pate's survey on the disputed boundry at lath and I'?ain was free and without charge to the city. Miss Downey stated that Ozzie Thompson wishes to fence the alley back of his ,yard at 308 T,~Jest 2nd Street. The matter is under consideration.
