The Board of Trustees of the Town of Owasso met in regular session at the Town Hall
Monday evening, January 3, 1966, at 7:03 p.m.

The minutes of the previous meeting were read and approved with the exception that
paragraph six of the minutes of the first page should read "water fund" rather than
water deposit fund and paragraph 7, page 2 should read "Ty;e K Copper" rather than
galvanized pipe.
Mr. troth reported that Mr. J. Ray Smith would have debris removed from the drainage
ditch between Elm and Forrest Streets.
Bids on the Starlane water line were read by Mr. troth. The following bids were
received:

Mr. Foster moved that B & W Utilities Co. bid of $4,478.50, with service crossings
at $80.00 each, be accepted. Mr. Duncan seconded the motion. Ayes, troth, Foster
Duncan.
Mr. Gary Sherrill's letter of resignation, effective immediately, was read. Mr.
Duncan moved that Mr. Sherrill's resignation be a ceepted. Mr. Foster seconded the
motion. Ayes, troth, Foster, Duncan. Mr. Foster moved that Mr. Joe Ross, Ward 4,
be appointed to fill the vacancy. Mr. Duncan seconded the motion. Ayes, Grtoh,
Foster, Duncan.
Mr. troth presented plumbing ordinances and codes of the State of Oklahoma and sug-
gested that the town adopt these codes, when modified to fit our need. Mr. Tyler
will work on modifications of these codes along with other councilmen.
Mr. troth presented the findings of the Oklahoma Municipal League on the proposed one-
cent sales tax Increase which, if passed, would provide additional revenue for the
town's operation.
After a discussion on refuse pick-up, Mr. Foster moved that Mr. Sawyer be contacted to
draw up a no trash burning ordinance which would include mandatory curb-side pick-up
service for residential users. Apartment complex service will be picked up in their
trash service areas. This ordinance would permit two (2) containers per household,
not to exceed 20-gallon capacity each. Containers shall not be filled with refuse or
other residues which will cause each container's weight to exceed 40 pounds. Regular

pick-up service will be scheduled. Special pick-ups can be arranged for odd shapes,
other containers or heavy loads by calling City Hall. Additional charges will be
made for these pick-ups according to the load. Mr. Duncan seconded the motion.
Ayes, Groth, Foster, Large, Duncan. The January 17 meeting will be open far' public
discussion on this issues starting at 8 p.m. and not to exceed a one-hour time ;;erod.
Mr. Clay was present to discuss with the Board the City's claim for $33.00 against
his salary. The discussion arose over the Board asking Mr. Clay to pay a relief man
while he was on a trip in November. After discussion, theBoard agreed that Mr. Clay
would pay the $33.00, due to the fact that Mr. Clay was on unauthorized leave.
