The Board of Trustees of the Town of Owasso met in regular session at the Town
Hall N''onday evening, April l~, 1966 at 7:15 o'clock p.m.

The minutes of the last meeting were read and approved as read.
Mr. Groth said he had met in a special meeting with the Tulsa Utility Board, and
Mr. Langenhein had spoken favorably in regard to Owasso water problems but the
other members had nothing to say. mother meeting was set for April 27. Mr. Sawyer
agreed to attend.
The meeting which ha_d been set with the Collinsville Mayor and council member has
been set and cancelled three times. No future meeting is set.
Wesley Justice has taken over the refuse route himself, again and has eleminated
the complaints.
Dean Large said he had appointed a committee to study a community building and they
had come up with two plans approximately 60' x 120. One plan would utilize the
present park building.
Requisites for a Government Grant on the building include:
1. Proposed programs
2. Sketch of building
3. Site or sites available for use.
Betty Woodson asked about building in Owasso area in relation to loans, sewer, etc.
Bob Campbell thanked the people of Owasso for approving the Public Service Franchise.
Mr. Large moved and Mr. Duncan seconded that the Franchise resolution be approved.

The acceptance of the Franchise was filed with the clerk.
Treesurer, Martha Boyd recommended that $5,000. be invested in Certificates of Deposit
for one year, from the Sinking Fund.
Gene Anderson asked permission to keep the pool hall open on Sunday afternoons and
evenings. The ordinance states that it may be open from 1:00 to 5:00 p.m. only on
Sundays. Mr. Groth objected to evening hours on account of church. Other members
also voiced objections.
Mr. Sawyer gave his opinion that the $200. building permit paid by Powell Construction
Company on the school had been paid and the matter is settled. He said although the
Attorney General had ruled it illegal, that was only his opinion and was made after
the permit had been paid.

Mr. troth suggested that since the School had paid Mr. Powell the $200. for ±,he
permit, he was in favor of reimbursing the school if a reouest was made by the
School Board. Mr. Du-:can agreed with Mr. troth.
Mr. Sawyer said the City is not liable, but is safe in reimbursing the school if
the Council desires.
Mr. Sawyer was asked his opinion on a plumbing inspection bill that had been presented
to Bill Richardson, plumbing contractor for Hale Apartments. Mr. Hale had agreed to
pay the bill for Mr. hichardsor~, but thought it ambiguous. Mr. Sawyers opinion w~.s
that the bill was based on $5.00 each on 33 apartments and was a fair amount and due
from Mr. Richardson.
Mr. troth said Mr. Steed warts to develop now and is ready for annexation in any way
the Board sees fit to give water service. A contact with the Audsley Investment
Company, who is making a Trust feasibility study, could not be made.
Mr. troth thinks that probably the most feasible way is on Rural Water Service if
Tulsa will give permission. Mr. Clark presented an estimate of laying the water
lines in the amount of $75,000.
Mr. Sawyer has been working on a "strip" annexation to the development and has plans
completed except a portion of the south end. Mr. troth suggested Mr. Sawyer continue
with the preparation.
Mr. troth read a letter from the Tulsa City-County Health Department requesting he
appoint an advisory conunittee headed by himself to study health needs.
Methods of charging for cemetery lots was discussed, and it was agreed that Mr.
Sawyer make an ordinance changing the cost of $25. per grave or $125• for sit-grave
lots to $50. per grave.
Joe Clark agreed t o represent Owasso without pay as engineer to outline proposed
water lines to Joe Steed addition and other proposed areas for the Tulsa Utility
Board meeting on April 27, 1966. hir. Duncan moved and Mr. Large seconded that we
accept this service. Ayes; Lame, Dunca:;, Ross, troth.
Inez Odom, Town Clerk and Martha Boyd, Town Treasurer, were sworn by Pir. Sawyer.
