The Board of Trustees of. the Town of Owasso met in regular session at the Town Hall
at 7:15 on June 20, 1966.
Present: Lrnie Foster Acting President of the Board

Absent : John Groth -- on vacation and Joe Ross -- Tr~Torking.
The minutes of the last regular and also the special. meeting of June 9 were read and
approved with the exception of new bids for police car were to be opened in June instead
of July on page 2?_3.
Bids for a new nol.ice car were opened:
New Dodge City bid a net of $900. but did not state engine size.
Success T~~otor Co., Skiatook bid $1,350.00 with. a 230 h.. p. engine.
After some discussion, P"r. Duncan thought we should have a larger engine. T~?r. Large
moved we table the bids until P?fr. VanAlstine checked the price on a 270 h.p. engine,
and make a decision at next meeting, July 5. Trs. Duncan seconded the motion. Ayes:
Foster, Large, Duncan.
T~~s. Gary Sherrill appeared in behalf of C. B. Sherrill with an application for zoning
and a X25. check for a day nursery on the "art of the N' , N~<, N'°T~;, Tv'?-T~, SE;'_, Section 30 T21
N, Rll~. E, Tulsa County -- beginning 92~Ft.South f`~~-,he Northeast corner of the above
~escr~~ed property. Thence ?•Test 192 Ft. thence South 72 Ft. Thence East 1.92 Ft. Thence
1`dorth 721 Ft. to the point of beginning. A hearing was set for next meeting, July 5,
after proper publication.
T!~r. Lloyd Smith presented a petition:
'~~Te, the undersigned property o•~mers and residing in the area of 800 block on North Ash
Street and East Eighth Street, do petition the Council to take immediate action to
control the flooding of our z~roperty which occurs each time it rains. This is
causing property damage, and rapidly decreasing the value of these properties.
Respectively submitted by the following propert~j oTrrners: Nineteen families signed the
petition.

1'Rr. Smith stated that there would be~(comx~laints by the families on necessity of
damaging or removing shrubbery or trees. Iti°r. McCarty was in the hall and was asked
for an opinion from the standpoint of the Co~_intyts help. He suggested checking with
County Engineers first. T~Ir. ~'®~ter promised to do whatever possible to combat the
water.
T~s. Smith said trash ,rashes into the ,y*ards and is thrown in from the h.iahway and asked
that the City be responsible for hauling it away.
T•s. Sawyer asked the Board to decir~~ on an attorney to help him with the organization
of the Trust Authority. He suggested that T~,r. Fagan of Oklahoma City and ~1r. Crowe
of Tulsa were both very capable trust attorneys and either one would work for 2~ of the

bond issue vrhich would include his fee. After some discussion, N1r. Duncan moved we
approve 1~`r. Crowe because he lives near us. hx. Large seconded the motion. Aves:
Foster, Large, Duncan.
Tex. Foster read a letter from Tars. Bill G. Allen, 30& North Ash Street, complaining
about a ditch between T~tain and Ash Street that is a health hazard because it needs
cleaning. T~x. Foster said he and Herb would check the ditch.
A letter was read from Ea.r1 J. Broti~m, 201 ?.rest 2nd Street complaining about weeds
and ,Johnson grass l~.~ ~ to 5'° f high on the Sanburn Lot on ?~dest First Street. He
also complained of the TicChensey dog pin of three dogs which needs weeds cut and
marnzre removed. I~Ir. Foster said he and Herb would check the Sanburn lot and he
would ask Tfir. VanAlstine to check the T~IcChesney dog pin.
ham. Groth left a note that T!~r. Percy Hert was satisfied with the restitution made
by T~Tr. Panne, the refuse collector.
John Kornegay presented an application with a X25. check asking for business zoning
of property located at 31.1 East 2nd .Avenue. He wished to construct an office type
building at this location:

A hearing was set for next meeting date, July 5, after proper publication.
A letter was read from the Board of the First Free '°?ill Baptist Church requesting
t'no Parking'i signs be placed. on the ?Test side of Atlanta along the East side of
the Church property. T°'LL. Large moved the signs be installed. T~Tr. Duncan seconded
the motion. Ayes: Foster, Large, Duncan.
A request was read from Ca]_vin Croslin, 20S Fast 3rd Street for a street light at the
East end of 3rd Street. T1r. Duncan moved and Mr. Large seconded that the light be
installed. Ayes: Foster, Large, Dancer..
