August 15, 1966
The Board of Trustees of the Town of Owasso met in regular session at the Town
Hall at x;00 p.m. on August 15, 1966.

The minutes of both the regular meeting of August 1, and the special meeting of
August 4 were read and approved a;~ re~:.d with the exception, the Ayes should have
been nays in the special minutes.
The following treasurer's report as of August 1, was presented by Mr. Groth as
the treasurer, Mrs. Boyd was absent.

Mr. Groth presented an application with the proof of publication for rezoning the
property at 202 Ef~'~rd for a day nursery. No objections were heard and Mr. Duncan
moved we approve the Zoning. Mr. Foster seconded the motion. Ayes: Groth, Foster,
Ross, Duncan.
Mr. Austin Pryor, 718 North Atlanta, Mr. Drury 715 North Atlanta, Mrs. Gaddy 716
North Atlanta and Mr. Griese 720 North Atlanta asked that "No Parking" signs be
installed on both sides of Atlanta including their property to the north side of
8th Street to keep the apartment residents from blocking their property. Mr.
Ross so moved. Mr. Duncan seconded the motion. Ayes: Groth, Foster, Ross, Duncan.
Mr. Drury complained of tall weeds on the north and east sides of the Hale apartments.

Mr. troth said ro sewer system had ever been installed in Block 7, Old Town in
Owasso. Lot 1 belongs to Mrs. Morton, Lots 2,3,4,5,6 to the Methodist Church and
Lots 7 and 8 to Dr. Evans. Mr. troth proposed that the sewer could be installed at
a cost of approximately $1,000. bpt using City labor, and that the owners might pay
$125. per lot to consume this cost. Mrs. Morton had already installed a line to
her lot at her own expense and the Board agreed that she might continue to use the
line which is fibre as long as it is satisfactory. The Methodist Church had
scheduled a meeting for August 21 to make a decision on paying for the sewer so
no definite plans could be made at this time for the work.
Jerrie Harrod, Policeman expressed a need for a 1~0' steel tape for measuring
when accidents occur. Mr. Foster moved we buy the tape. Mr. Duncan seconded the
motion. Mr. troth asked that the tape be marked "property of Owasso". Ayes:
troth, Foster, Ross, Duncan.
Mr. Sokolosky gave a new sketch of the Postoffice set back 5~ to allow for
diagonial parking instead of aprallel parking as first approved. (The open space
for beautification was reduced from 10' to 5~ to allow for the 5~ setback.)
Mr. troth expressed his approval unless the highway is widened in which case we
should revert back to parallel parking. Mr. Foster moved and Mr. Duncan seconded
the plans be approved. Ayes: troth, Foster, Ross, Duncan.
Mr. Ross moved and Mr. Foster seconded that we allow Soc to hard-surface the alley
behind the postoffice. Ayes: troth, Foster, Ross, Duncan.
Mr. Barnes complained about parking in front of his home by Sherrill Apartment
residents. Mr. Sherrill had been invited by letter to appear in this meeting to
discuss "off-street" parking which he had failed to provide satisfactorily,
but sent word that he would probably be unable to attend our meeting.
After some discussion, Mr. Foster moved and Mr. Duncan seconded that signs be
errected on 4th Street between Atlanta and Main, on both sides, stating "No Parking
between 4:30 p.m. to 8:00 a.m. Ayes: troth, Foster, Ross, Duncan.
Mr. Ross moved that we inform Mr. Sherrill of the "No Parking" signs to be installed
and also the reinstallment of "Parallel Parking" on Main Street in front of the
apartments on what we have determined to be Public Property. Foster seconded the
motion. Ayes: troth, Foster, Ross, Duncan.
Mr. Hale stated that he wants to comply in all and any ways possible to make it
safe between 7th and 8th Streets on North Atlanta. He stated that he is working
on the parking lot behind the apartments to better the conditions.
Hale said he had put up a $15. bond with the city on an old water bill on the
property at 704 North Birch and since the property reverted back to the Federal
Government, he would like to have the $15. back. Mr. troth thinks the $15. should
remain in the safe until the new owner pays the old bill against the property.
Hale Agreed.
Mr. troth stated that Mr. Hale had paid his July water bill based on the new method
of billing which is not 3-et in affect, as the Ordinance has not been passed. Mr.
Hale said he would issue another check under protest but does not owe the bill and
is taking proper action to recover the money.
Mr. Sawyer said he had Ordinance No. 79 in reference to the new method of water
billing on apartments ready for action but if a lawsuit is in progress, maybe we
should not pass the ordinance since the old one would certainly stand up on court.

After some discussion in which Hale denied an actual lawsuit is in progress, Mr.
Duncan moved we pass on the Ordinance. Mr. ~'~oster seconded the motion. Ayes:
Groth, Foster, Duncan. Nay: Ross.
Mr. Foster moved and Mr. Duncan seconded that an emergency be declared and the
Ordinance go into affect immediately. Ayes: Groth, Foster, Duncan. Nay; Ross.
The emergency failed and the Ordinance is not affective until August ~9, 1966.
Mr. Ross moved and Mr. Foster seconded that the next regular meeting be scheduled
on September 6 instead of Labor Day falling on Monuay, the 5th. Ayes: Groth,
Foster, Ross, Duncan.
Mr. Groth said the County Engineers had suggested we hire an engineer for the sewer
trouble-north of town. They had decided the former suggestion was not feasible as
it would cost $51,169.00 or $38,382.00 with Seim Ellip. pipe. Mr. Ross moved we
hire Mr. Clark to engineer the problem. Mr. Duncan econded the motion. Ayes:
Groth, Foster, Ross, Duncan.
Mr. Sawyer asked permission to publish the Ordinance No. 79 in the Tulsa Legal News
as Collinsville does not go to press until Aug. 18. He was given permission.
The following estimates on aMassey-Fergison tractor and back hoe were received::
$1200. minimum for overhaul
$4150. large Deisel
$3750 medium Deisel
$3650. Same except standard transmission
$3250. Same~s we now have
$3350. Sams as we now have except automatic transmission.
Since our old one is 5 years old, Mr. Duncan moved we advertise f or bids on a
new one--Massey-Fergison and similar brands with 220 back hoe by Davis and 203 or 205
similar model tractor in other makes--both gasoline and deisel. Mr. Foster seconded
the motion. Ayes; Groth, Foster, Ross, Duncan.
Mr. Groth said the plumbing inspection bill on the Hale apartments had never been
paid by Mr. Richardson and asked Mr. Hale if he would pay the bill if sent to him
in the name of Mr. Richardson. Hale stated that the bill would be given due con-
sideration and paid if owed by him. The bill is $165.
