September 6, 1966
The Board of Trustees of the Town of Owasso met in regular session at the Town
Hall at 7:00 p.m. on September b, 1966.

The minutes of the last meeting were read and approved as read except Avenue was
added to the nursery address which was also omitted from the proof of publication.
Mr. Groth read the following treasure report as of September 1, 1966:

The Firemen's Pension is not to be in cluded anymore in the City Treasurers keport.
John Welch who owns a bar and grill west of town criticized our law enforcement. He said
many tickets that are given should be warnings only. He asked to see the records of arrests
and complained about his ticket for s peeding.

Mr. Foster moved that since the employees are already experienced with the Massey-
Ferguson and since we have some equipment to fit it, we accept the Kelly Tractor and Emp-
lement bid with manual shuttle for a balance of $4,150.00• Mr. Duncan seconded the
motion. dyes: troth, Foster, Ross, Duncan.
The sewer problem in Old Town was continued to October 1st meeting.
Mr. troth read a report from Ray Clark, Engineer on our drainage problem in which he
stated a rough estimate to adequately solve the problem would cost over $500,000.00,
and he stated that he did not wish to enter into a contract to do the work as he was not
set up with a survey crew of his own.
Mr. troth read a communication from the Pate Engineering company in which they asked a
payment of $8,000. from the City for work already done on engineering Report and
Feasibility report.
Mr. troth suggested that we might spare $1,000. from General Fund, $3,000. from Sewer
Improvement Fund and $2,000. from Ceme`~ery Fund making a total of $6,000. Mr. Foster
moved we advance the $6,000. as proposed. Mr. noss seconded the motion. Ayes: troth,
Foster, Ross, Duncan.
Mrs. Sides complained that cars were not stopping at the sign between the First Baptist
Church and the `'lementary School when children are crossing. Mr. troth promised to
check with policemen about patroling the area.
Tulsa County News owned by the Owasso Reporter had asked Mr. troth for the City~s
publication work. The board agreed to stay with the Collinsville News for the present.
Mr. Sherrill asked for 50~ of Culbert to be installed at his apartment building on
Main Street. No action was taken.
