The Board of Trustees of the Town of Owasso met in regular session at the Town
Hall at 7:00 p.m. on September 19, 1966.

The minutes of the last meetings were read and approved except the bid on the tractor
was the alternate bid for X3700. on the manual shuttle instead of the bid for $4,150.
In the special meeting minutes, the statement should have been "monies should be
accountable instead of acceptable to the excise board.
A petition was presented by Mr. Warlick, lOg West 4th Street, signed by thirteen
residents objecting to the "no parking" signs at the 100 block on West 4th Street.
Mr. troth suggested we hood the signs for 60 days and observe conditions in 30 days
then discuss if it is feasible to establish limited parking or some other action on
the problem. Foster so moved and Mr. Luncan seconded the motion. Ayes: Duncan,
Foster, troth.
Richard Deming, resident of Sherrill Xpartment at 4th and Main Street presented another
petition protesting parallel parking on the Main Street side of the ~'partments. `1'he
Council discussed and agreed that parallel parking is essential to safety and that
Mr. Sherrill should provide adequate off-street parking for the residents as he had
agreed to do when the permit was issued by the City.
Mr. Stalder asked about commercial water rates for his laundry at 105 South Main Street.
Mr. troth promised to investigate a commercial rate but he thought it would cost Mr.
Stalder more because the starting point would be higher.
Ordinance No. 80 in relation to air rifles and pistals was presented by Mr. Sawyer. Mr.
Duncan moved we adopt the Ordinance. Mr. Foster seconded the motion. Ayes: Foster,
Duncan, troth.
Mr. Foster moved an emergency be declared and the Ordinance be affective immediately.
Mr. Duncan seconded the motion. Ayes: Foster, Duncan, troth.
A communication from the `Pulsa Metropolitan Area Planning Commission was read by Mr.
troth inviting representatives from our town to a transportation study of Tulsa urban
area. He also read a communication on beautification which indicated a possibility
of some government money for our park when eligibility is established.
Bill R etherford, Owasso Reporter asked that the publication business be repo nsidered as
he would explain our town ordinances in news items of the Owasso Reporter if he was
given the business for the Tulsa County dews, at 1715 S.W.Blvd., Tulsa, Okla. Mr.
Foster moved we give Mr. Retherford our pthblication business except in emergencies.
Mr. Duncan seconded the motion. Ayes: troth, Foster, Duncan.

September 19, 1966 Minutes continued---
Mr. Tyler had hired Mr. Ridenhour to work temporarily and suggested that he be hired
by the month at X325, as of September 15, 1966. The Board agreed.
Mr. Bryson of°fereci to keep the Sanborn lot, next to his mowed if the City would
"brush-hog" the tall weeds the first time. Mr. Lur~can so moved. Mr. Foster seconded
the motion. Ayes: Duncan, Foster, Groth.
