The Board of Trustees of the Town of Owasso met in regular session at the Town
Hall at 7:00 p.m. on October 3, 1966

The minutes of the last meeting were read and approved as read.
Mr. Stalder was present for hearing on suggested commercial rates for water. Mr.
troth stated that he had acquired figures from Pryor, and Broken Arrow who are
comparable to Owasso in size and usage and made the following suggestions for Owasso:
First 1,000 gal. $5.00
Next 9,000 gal. .75 per 1,000
Next 90,000 gal. .50 per 1,000
Above ~-.s- 100~~000 gal. .40 per 1,000
Mr. Foster moved and Mr. Large seconded that the above suggestion be adopted by Owasso.
Ayes: Foster, Ross, Large, Duncan, troth.

Mr. Dixon from the Neely Company, Turley, Okla. Phone FI 5-6451 gave the following
bid on a police communication system:
Two instruments (one for City Hall and one for one police car) installed, resdy
to communicate for $315. plus $8.00 for a license f or five years. He also offered
another instrument for another police car for $99.95 plus $12.00 for aerial, installed.
Mr. liixon said we could use a license that Mr. Duncan already has for himself until
ours arrives which will take about three weeks. He suggested we use channel 5. The
complete communications would have a 90-day warranty.
Mr. Duncan moved and Mr. Foster seconded we purchase the equipment for the two cars
for a total of $426.95. Mr. Large suggested we get a bid from our Owasso dealer before
we purchase. Mr. Foster moved and Mr. Luncan seconded we table the motion until next
meeting in order to give our Owasso dealer acc>chance to give a bid. Ayes: troth, Foster,
Ross, Large, Duncan.
Mr. Dixon suggested we appoint a Civil Defense Director from Owasso which would make
the City eligible for many matching funds for City equipment. He said we could call
John Wilson, Tulsa City-County Civil Defense for more information. Mr. Foster moved
and Mr. '~uncan seconded we take up the matter of Civil Defense Director at the next
meeting after we have checked with Mr. y~ilson. eyes: troth, Foster, Ross, Large,
Duncan.
John Starr appeared representing a committee from the Methodist Church on the sewer
problem. Mr. troth reviewed that the Methodist Church owned five lots of the block
which had sewer omitted when the town sewer was installed. The five lots could be
sewered by the City for $125. each or a cost of $625. and could be paid in cash or
could be put on the tax rolls and paid over a period of five years with interest
added.
Mr. Starr thought his committee was favorable but he would have to talk more with the
church and said they wished the alley closed on their property. Mr. troth said the
alley could be closed with proper petitioning from the owners.
Mr. troth stated that Mr. Bryson wishes water in Jonesville for commercial use in an
animal clinic he is building for approximately $25,000. Mr. troth said we have no
jurisdiction in that area yet as it is an independent district.
Our deg pen needs repairing before we can pick up dogs.
The City will furnish land, sewer and water line for a swimming pool in the southeast
corner of the park if and when it can be built.
