May 3, 1965
The Board of Trustees of the Town of Owasso met in a continuation. of the meeting
on April 19, 1965, at the Town Hall on May 3, 1965.

The meeting was called to order by Mr. Hryson at 7:00 p.m. and the minutes of the
last regular meeting of April 5 were read and approved as read.
Mr. Bryson moved we accept ordinance Ivo. 61 presented by Mr. Sawyer annexing the
Heitt property. Mr. Austin seconded the motion. Ayes: Bryson, Austin., Duncan.
The West Half (W2) of the East Half (E2) of the Southwest Quarter (SW~)
of the Southeast Quarter (SE) of the Southeast Quarter (SE~) of Section
30, Township 21 North, Range 14 East of the Indian Base and Meridian, in
Tulsa County, State of Oklahoma, according to the United States Government
survey thereof.
The following claims were approved;

The following new officers were sworn in by Mr. Sawyer:
V. D. Duncan, Ernie Foster, Dean Large, John troth, and Gary Sherrill.
No one filed for Town Treasurer and Town Clerk, which left Mr. Carr and Mrs. Odom active.
Mr. Duncan moved Mr. troth be made chairman of tY:e Board. Mr. roster seconded the
motion. All were in favor and Mr. troth was elected by acclamation.
Mr. Foster moved and Mr. Sherrill seconded that Mr. Thomas continue in office as town
Judge. All were in favor and Mr. Thomas was elected by acclamation.
Mr. troth recommended that we keep Mr. Sawyer for Town Attorney at the same salary of
X75. per month. Mr. liuncan seconded the motion. ayes: troth, Sherrill, Foster,
Large, iluncan.

Mr. Sawyer presented a pet~t=o~[ to be filed with the ''oard of Tulsa ~'ounty Commissioners
for hearing by the Board at the Tulsa County Court House on the 14th day of June, 1965
at 2:30 O'clock p.m. for the annexation of Fairview Cemetery to the Towri of Owasso:
Southwest Quarter (SW4) of the Southeast Quarter (°~Ey~,) of the Southwest Quarter
(SW~) of Section Twenty-nine (29), Township 21 North Range 14 East of the I.B.Ni.
Less the South Sixteen and One-half Feet (Slb.Sft.) county road known as 76th
Street North, in Tuba County, State of Oklahoma.
Mr. Carr, Z'ovrn Treasurer handed in his written resignatio,~ effective on next meeting
right, May 17, 1965, because he has moved out of town anc~is not qualified to act
in the position any longer.
Mr. troth read a letter from Mr. Wendell R. Phillips of the State Health Department,
stating they had inspected our water treatment plant and approved it. Mr. troth stated
however, that the work required by the Town had not been completed and recommended that
final payment be held from Byrd Construction Co. until the work is completed.
Mr. Povzell of Powell Construction Co. asked the Board to reconsider a bill sent him
for X514.75 for a building permit on the new school he is constructing, on the grounds
that the land was not in the City limits when he bid the job on January b, and when
he started construction of the building.
After some discussion, Mr. troth promised to check with the attorney and give Mr.
Powell an answer next meeting night, May 17.
Herbert Hale asked the City to pay for approximately X150. wrarth of gravel which Mr.
McCarty, County employee had consented to haul and spread around his apartments on
Third and Atlanta Street. He also asked the City to study the method of billing
water to apartments.

Mr. Austin said the new baseball field has a larf~e ditch which needs grading down and
Mr. McCarty had agreed to have the work done if the City would give authorization.
The Board agreed to give authorization for the work.
Dr. Reed offered his services a ain as City Health 0~'ficer. His office will be
appointed by the Board next meeting night.
The following commissioners were appointed by the chairman:

Mr. Foster and Mr. Sherrill
Mr. Duncan
Mr. Foster asked Mr. flay what was needed to pick up stray dogs. After discussion, it
was decided to build a small box for the white pickup to be used.
The Board set Jure 5 for dog vacination day.
Mr. Bryson recommended Mr. Rosecrans for Treasurer, which must be filled by appointment
next meeting night.
