November 15, 1965
Tha Board of Trustees of the Town of Owasso met in regular session at the Town Hall on
Monday evening, Nov. 15, at 7:00 p.m.

The minutes of the last meeting were read and approved as read.
Mr. troth reported that Bowline Construction Co. was in the process of installing the Bird
Creek water line. Mr. Large moved that the Bowline Construction Co. be authorized to in-
stall valves on both the old and new water lines. Mr. Foster seconded the motion. Ayes,
troth, Large, Foster, Sherrill, Duncan.
Mr. C. B. Sherrill appeared befcr a the Board submitting plans for a proposed 8-unit apart-
ment to be constructed at 4th ~ nd Main requesting a building permit for same. Mr. Foster
moved that a building permit be issued to Mr. Sherrill. Gary Sherrill seconded the motion.
Ayes, troth, Le.rge, Duncan, Foster, Sherrill. Miss Downey was instructed to issue the
permit.
Mr. C. B. Sherrill asked the Board's opinion about annexing land one-half mile west of
town for a trailer park. He further presented plans for such a court. It was the general
condensus of the Board that they were favorable to suchu a court.
Lea Haggard, Vick Ford and Ira Leach appeared to d iscuss the recently installed parallel
parking signs in front of their businesses. After discussion, it was decided that Mr.
Sherrill and Mr. Foster meet with these business people to discuss the problem and see if
a favorable solution could be reached.
N:r. Merlin Olson and Mr. A. J. Hopkins, manager and owner of the Owasso Lounge appeared
before the Board protesting the recently installed "No Parking" signs from Main St. to
South Birch on East Second Avenue. Again Mr. Sherrill and Mr. Foster took the problem
under consideration.
Mr. A. R. Keskee and Mr. Hertsfield from Community Planning Associates appeared and
explained the planning services offered by their firm for the town. Mr. Rosecrans wa3
asked to read the November 1 financial re,.,ort cf' the town. After discussion, Mr. Foster
moved that Mr. Keskee be given a letter of intent to begin processing the town's appli-
cation for federal funds to aid in this planning. Mr. Duncan seconded the motion. Ayes,
troth, Large, Foster, Sherrill, Duncan.
Mr. troth read a proclamation from the American .Legion in su:;port of the United Staten
policy in Viet Tdam. Mr. Foster moved that "Operation Show Your Colors" be adopted. Mr.
Sherrill seconded the motion. Ayes, troth, Large, Faster, Sherrill, Duncan.
Mr. troth read a letter from 1~°iartin M. Arterburn requesting that the intersection at 7th
St. and Atlanta be cleaned up and further requested that parking lot and street between
7th and gth Streets on Atlanta be paved to curb the dust. He further suggested that the
traffic congestion at above mentioned streets be checked into.

Mrs. Parkman complained about trash barrells and building materials were being strewn over
the area around the "7-11"' a~;artment area on Atlanta.
Herb Hale was present and reported that he had made arrangements for city pick-up of trash.
Mr. Groth reported that Mr. Hawk had reported that he plans to annex his 31 acres to the
city after the first of the year. Mr. Groth suggested that that whole section of land be
held in abeyance until after the first of the year.
Mr. Groth reported that he had contacted Ross Smithers about selling one mile of his water-
line to the city. Mr. Smithery was not favorable to selling a part of the line. He gave
a figure of $20,000.00 for the entire line. This price was not favorable to the Board.
Herb Hale was present and presented a revised application for annexation of Hale Acres.
Mr. troth read the petition. Mr. troth advised the Board, on advise of consuel, that
first of all, all legal forms had not been worked out. Mr. Hale presented a petition from
all the Hales requesting annexation of said property. A letter of intent from the Hales
was also presented which would also be used to secure easements for water lines from
property owners between the new water tower and Hale Acres. Mr. Hale further presented
forms of petitions that the city of Bixby had used in annexing property in that area.
After discussion, Mr. Large moved that the Hale petition be tabled until such time_;as a
complete engineering plat be brought to the Board and rights-of-ways details worked out.
Mr. Foster seconded the motion. Ayes, troth, Large, Foster. Nays, Sherrill, Duncan.
Mr. Hale agreed to submit plat, proposal on rights of ways, sewer, water and streets for
Board's consideration.
Mr. Sherrill moved that some sort of sounding Board of the Board members opinion be set
up so that Mr. Hale would know what to think about. The motion died for lack of a second.
Mr. Harold Charney appeared in regards to the "No Parking" signs on East Second Avenue.
He was advised that the problem had already been discussed acid that N;r. Sherrill and Mr.
Foster had taken the problem under advisement.
Mr. Foster moved that street lights be installed on Beaumont Street. Mr. Duncan seconded
the motion. Ayes, troth, Large, Duncan, Foster, Sherrill.
