HomeMy WebLinkAbout1965.12.20_City Council MinutesDecember 20, 1965 <~ /~ The Board of Trustees of the Town of Owasso met in regular session at the Town Hall Monday evening, December 2U, 1y65 at 7:'.:~0 p.m. Present: John Groth Ernie Foster Dean Large V. D. Duncan Robbie Fickle Josephine Downey Glenn Rosecrans M. S. Sawyer President cf Board Trustee Trustee Trustee Town Clerk Deputy Clerk Town Treasurer Town Attorney The minutes of the previous meeting were read and approved as read. Mr. Foster reported that he had nothing further to report on dump for city use. A letter from Mansuer, Steele and Associates regarding the Bird Creek Crossing was read. The letter stated that the crossing had been completed. Herb Tyler reported that the line was completed to his satisfaction and was in use. Mr. Foster moved that Bowline Construction Company be paid as per terms of contract. Mr. Duncan seconded the rnotion. Ayes, Groth, Large, Foster, Duncan. Bowline is to be paid from 4later Deposit Fund. When monies on time deposit expire, the water deposit fund will be reimbursed. Mr. Large moved that engineering bill from Mansuer, Steele and Associates be accepted and payable the first meeting in February. Mr. Foster seconded the motion. Ayes, Groth, Large, Foster, Duncan. Mr. Groth reported that Mr. Buffington, developer of Starlane Addition, had submitted corrected blueprints as per city requirements. The developer is to install service crossings in the development. Advertisements for bids were to have been made Thursday, Dec. 23. Mr. Groth reported that Byrd Construction Company had been contacted on maintenance bond for improper laying of water lines at bank property. The city will go ahead with repairs but not until the bank is contacted to see if they will repair their share of the driveway on their property. Mr. Groth reported that he had found out that monies in time deposit, if withdrawn before expiration date, looses interest. The monies from the Cemetery and Meter Deposit Funds were deposited in a savings account since interest was the same on both counts and, if money is needed, no interest would be lost. A letter from Dean Tnbody in regards to a broken rain-tile in front of his house was read. The Board agreed that rain-tiles at both 3U3 and 305 r~:orth Birch should be re- placed due to breakage during the laying of the new water lines. Mr. Foster moved that City Hall be closed on Fridays before Christmas and New Years, with department heads working time off for their employees. Mr. Large seconded the motion. Ayes, Groth, Large, Foster, Duncan. Mr. Large moved that all city employees be given their regular $20.00 Christmas bonuses with the exception of Mr. Van Alstine who will receive $10.00. Ayes, Groth, Large, Duncan, Foster. '~`~ Minutes Continued-page 2-Dec. 20, 19b5 After discussion, Mr. Foster moved that Herb Tyler~s salary be increased $15.00 per month. Mr. Duncan seconded the motion. Ayes, Groth, Large, Foster, Duncan. Mr. Large moved that the oity open and close the Benny Coe grave at no charge and that the grave space for Benny Coe be dedicated. Mr. Foster seconded the motion. Ayes, Groth, Large, Foster, Duncan. Mr. Groth reported that he had contacted Larkin Bailey about a strip of land from town limits to contemplated trailer court which is to be located on 76th Street North and Mingo Road. Mr. Grath is to speak to County Commissioner Frank O'Brien about the matter. Mr. Bailey wants Mingo Road opened from 76th Street North to 86th Street North. The Board is favorable to opening above mentioned road. After discussion, Mr. Foster moved that Bernice Dunnaway, John Kornegay, Vernon. Lewis, Ed Hayes, and Albert Roop be accepted to serve on the local planning commission. Mr. Duncan seconded the motion. Ayes, G roth, Foster, Large, Duncan. Mr. Sawyer was asked procedure to follow since former councilman Sherrill is ineligible to serve on the Board. Mr. Sawyer reported that a vacancy should be declared by the President of the Board and a new councilman appointed. The Board asked Mr. Sawyer to check into the present, plumbing ordinance concerning the inspection fees and to make corrections to disallow present inequities. Service crossings in Starlane Addition will be on a cost of $80.00 with valves on both sides. Galvanized pipe will run under the road. Hard sorter is to be used on points to prevent pulling apart. Mr. Groth recommended that Joe Ross from Ward Four be appointed to fill Gary Sherrill's seat. No action was taken by the Board at this time. Vernon Lewis was asked about the dumping of cement blocks in drainage ditch between Elm and Forest Drive. Mr. Lewis reported that this had been done at the request of J. Ray Smith and that the problem would have to be taken up with Mr. Smith. Mr. Sawyer presented Ordinance 68 which pertains to ammendments by addition to Traffic Code. Mr. Duncan moved that Ordinance 68 be adopted.' Mr. Foster seconded thm motion. Ayes, Grath, Large, Foster, Duncan. Mr. Duncan further moved that the emergency clause be invoked. Mr. Fos ter seconded the motion. Ayes, Groth, Large, Foster, Duncan. Mr. Merle Messner and Mr. 6~lalters, rural Owasso, appeared asking about the Hale Acres water set-up. Mr. Foster, in behalf of Mr. $lackford, asked if the Board would be favorable to an apartment building on the old Mitchell property a t 104 S. Birch.
