HomeMy WebLinkAbout1965.02.01_City Council Minutes~~-95 February 1, 1965 The Board of Trustees of the Town of Owasso met in regular session at the Town Hall on the 1st day of February, 1965, at 7:15 p.m. Present: W. J. Bryson Don Austin V. D. Duncan Floyd Flournoy Inez H. Odom Josephine Do-+~me~ President of the Board Trustee Trustee Trustee Town Clerk Deputy Clerk The minutes of the last meeting were read and approved as read. Clay reported that fifteen or twenty dogs were picked up but only eight were boarded three days and destroyed. The Vet charged $l. per day for board anti %pl. for destroying the dog. The Board decided to keep the plan in affect for two morn weeks. Mr. Bryson presented Ordinance No. 55 asking for annexation of North School land: The South 586.7 Feet of the NW~ SW~, SEA and the SW~ NE~ SW~ SE~, less the South 132 Feet thereof, and the South 256.7 feet of the N~ NE~ SW~ SEA, all in Section 19, Township 21 North, xange 14 East of the I.B. ~°u M., Tulsa County, Oklahoma. No objections were heard. Mr. Flournoy moved we accept the ordinance. Mr. Austin seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan. Mr. Austin moved the Board declare an emergency and that the ordinance go into effect immediately. Mr. Duncan seconded the motion. Ayes; Austin, Flournoy, Duncan, Bryson. Let the minutes reflect the Board questioned bringing the property into the City limits where no plumbing or electric code is in effect. The School Board was informed but said "go ahead" . Mr. Bryson presented Ordinance No. 56 pertaining to rezoning the town into five wards. Mr. Austin moved we accept the ordinance. Mr. Flournoy seconded the motion. Ayes: Austin, Flournoy, Duncan, Bryson. Mr. Austin moved the Board declare an emergency and that the ordinance ~o into effect,~.,~~ immediately. Mr. Flournoy seconded the motion. Ayes: Austin, Flournoy, Duncan,~@C 4 Austin suggested the new map of ward boundaries be published in the Owasso paper. i/ Mr. Bryson presented Ordinance No. 57 pertaining to disposing of stray dogs and cats not on a leash. Austin moved we pass the ordinance. Duncan seconded the motion. Ayes: Austin, Flournoy, Duncan, Bryson. Mr. Duncan moved the Board declare an emergency and that the ordinance go into effect immediately. Mr. Austin seconded the motion. Ayes: Austin, Duncan, Bryson, Flournoy. Hale's agreement which had been redrawn by the attorney was read by the clerk. Mr. Bryson said he could not agree to the contract because we would be paying 100 of cost plus interest, including right-of-way, engineering, and miscellaneous, which we have never paid before. We usually pay only 75~ of the actual cost of line in Town liriit s . After discussion, Mr. Austin moved we accept this contract drawn by Town Attorney with the following exceptions: /~ February 1, 1965 1. We get an alternate price on various size lines. 2. Strike Item 7-A. 3. In so far as P.11 is concerned, all outside water users be treated equally. 4. In Item 12, a clause be added that whatever right or title the Town holds to right-of-way be passed to party of first part. 5. Item 12 should read Item 14, and in Item 14, 30 :.ays should read to be presented in 30 days and the City of Tulsa be allowed longer time to take action. 6. After costs are known and agreed upon by both parties, if either party should decide the costs are too high, the contract shall be declared null and void and that party will pay costs already incurred. Should both parties agree that costs are too high, the expenses to date will be divided equally. 7. This contract will not affect users in Section 19 and 20, Range 14E, Township 21 North, I.B.I4'~., when annexed to the City, if pressure is not lowered north. Mr. Bryson said: ~'I am against it in the manner, I cannot see extending rights to Hale that have not been extended to others. This contract makes it more lucrative to live outside the City than inside." Hale replied that once before when Bryson-was on the Board, a sewer line was built 20 feet deep to facilitate a private developer outside the city limits. The City assumed 100 of risk and cost. Mr. Flournoy seconded Austin~s motion. Ayes; Austin., Flournoy, Nay: Bryson, Duncan. Mr. Hale thanked the Board and made application for a master meter to be located at the end of our water line to serve 350 taps from a water line which he will install himself. Mr. Flournoy moved we grs.nt the request. Mr. Austin seconded the motion. Ayes; Austin, Flournoy, Bryson. Duncan abstained. The following claims were approved; L. J. Coulson 15.00 J. H.
