March 1, 1965
The Board of Trustees of the Town of Owasso met in regular session at the Town
Hall on the first day of March, 1965 at 7:00 p.m.

The minutes of the last meeting were read and approved as read witr~ the exception
Duncan said he did not abstain but voted "No" on the mater meter to be installed
at the end of our water line for Hurbert Hale.
Mr. Austin disagreed to Duncan's objection.
Mr. Bryson. gave an answer for the records to Mr. Hale's charge that he was on the
Board and built a sewer 20' feet deep to facilitate a private developer:
"The records will show on August 22, 1951, the Town annexed to its limits Haywood I,
Rayola, and Crestview additions. It being understood by all parties concerned that
the Town assumed no obligation whatever for expenses in develpment of said properties
into town lots other than water.
On August 22, 1951, the Town signed a contract with Owen, Mansur & Steele, Engineers,
to make a survey for sewer for the Town. Mr. J. Ray Smith agreed to pay for same.
On November 20, 1951, the Town voted a X38,000.00 bond issue for main line and treatment
plant.
The above dates and records should prove Mr. Hale made an incorrect statement and
should retract or prove his charges.l~
Mr. Owen Reynolds from Bill Story Fire and Safety Co., Oklahoma City showed some
pictures of fire trucks, and described one bought by Rolling Hills Addition of Tulsa
which cost $11,550.00. They paid 20,x' down and are to pay the balance in four yearly
payments.
Flournoy said teat if the Board would go along with him on building a shed for our
equipment and a jail, he would vote for buying afire truck. The Board agreed on the
shed and jail and asked Flournoy to get specifications.
Mr. Austin moved we advertise for bids on a fire truck using the sam specifications
as the Rolling Hills fire truck, (which Mr. Reynolds will furnish) o~a lease purchase
basis, making our Town. class 8 for insurance purposes.
Mr. Bryson seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan.
Mr. Mansur, appeared with Mr. Byrd of Byrd construction Company and D. E. Riffe,
representing the insurance company who insured the construction company.
Mr. Mansur said the waterworks project was completed and recommended it be accepted
as of January 1, 1965, and that we pay Mr. Byrd the balance of the contract.
After some discussion, the Board recessed to inspect the plant. Hurbert Tyler was
called and flaws were discussed.

After recess, Mr. Bryson suggested Mr. Byrd sign a claim, and his check of $14,497.40
balance would be issued as soon as suggested work is completed.
Mr. Bob Campbell discussed a new contract between the Town and Public Service Co. in
which all our street lights would be replaced with mercury vapor lights which would
give 300 more light and an addition of eight extra lights with no extra cost to the
Town.
Mr. Austin moved we accept the contract. Mr. Duncan seconded the motion. Ayes:
Bryson, Austin, Duncan, Flournoy,. The contract was signed by the President of the
Board and the Clerk.
Mr. Austin and Mr. Clay were ar_pointed by Mr. Bryson to decide with Mr. Campbell
where the extra lights would be installed.
Hurbert Hale asked for annexation of the following described property:
A tract of land more particularly described to wit:
Beginning at a point-- 150' North of the South East (SE) corner
of the North West (NW) ~jluarter, Section Thirty (30), Township
Twenty-one (21) North, Range Fourteen (14) East, Tulsa County,
Oklahoma. Thence North 610' -Thence West 442' Thence South 610
Thence East 442' to the point of beginning. --Containing (6) Six
Acres more or less.
He was told to bring proof of publication to next meeting.
Dr. Reed stated that a house on Main Street, North of the Methodist Church eras not
on the sewer line, though only 240 from the sewer.
It was suggested the Town annex the John Pavy, the Glenn Heitt and the Lula Easton
properties.
Mr. Austin moved we hire Mr. Langston of Sommers Sign System to paint "Rams" on the
water tank as per bid of ~i195.00. Mr. Bryson seccnded the motion. Ayes: Bryson,
Austin, Flournoy, Duncan.
