J. Bryson President of the Board Floyd Flournoy Trustee Don Austin Trustee V. D. Duncan Trustee Inez Odom Town Clerk Josephine Downey Deputy Clerk Ralph Carr Treasurer M. S. Sawyer Attorney and several visitors. Hopkins 10.00 Charles Meeks 10.00 Mr. Mansur opened the following bids on the water storage tank: Pittsburg Steel Co. $ 38,350• Chicago Bridge & Iron Co. 34,500. The Engineer's estimate was 35,000. Mr. Mansur agreed to check .both bids for irregularities and Austin moved we table action until next meeting on March 2, 1964. Duncan seconded. Ayes: Bryson, Flournoy, Austin, vuncan. Mr. Wells appeared to ask about the doubled price on his trash hauling. He asked a Ross Scoggins the approximate cost of hauling for stores in Tulsa about equal to the size of his. Mr. Scoggins replied that X30. was a fair price. Mr. Wells said his boys hauled his trash accumulation for two days in 45 minutes. Mr. Wells thought he should have been notified by mail of the raise before the billing date. He asked for ordinances to be read pertaining to trash hauling. Mr. Sawyer had three ordinances at hand which he reviewed. Mr. Flournoy asked Wells why he didn't come to City Hall and discuss his rates after Austin invited him. He replied: "I didn't come because I didn't know I was expected to come and I didn't know rates were to be raised." Austin asked the following questions: Mr. Wells, do you own any part or all of the Owasso News? Wells; I suggest you check and find out. Austin: Do you own an airplane, and if so, in whose name is it registered? Mr. Bryson and Mr. Flournoy interrupted that these questions did not pertain to the issue . Austin: Did you think your February bill which was in advance, was for January? Wells: Yes, I did. Austin to Scoggins: Ross did you know Mr. Wells in Tulsa? Scoggins: Yes, I hauled his garbage in Tulsa. Austin: Are you prepared to make a bid on our trash hauling? Scoggins: Yes, I would like to. X17 February 17, 1964 Austin: Would this influence your opinion on the price charged Wells? Mr. Bryson asked Wells if he wanted loose from the City. Wells replied that he wanted to work out an agreeable solution with the City. Bryson asked for suggestions. What is a solution? Wells stated he could haul his own trash for $15. per month. Flournoy heard that part of his trash was scattered on the street when he hauled his own. Duncan said that was impossible as it was covered with a tarp. He said p60. was too much and the price should be dropped some. Wells asked the cost of a license to haul his own trash. Bryson said it would have to be discussed. He promised to check and discuss with the Board and to call Mr. Wells for a possible solution. Mr. Rosecrans, Hale and Groth asked the Board to give the people a chance for another vote on method of water payment. Much discussion followed with some for and some against another vote. Roy Oliver asked for his share of the City service station business. Bryson promised him a share unless, after checking, he found some reason. Ross Scoggins and Willie Kauffman expressed interest in bidding for the refuse business. Scoggins asked permission to bid. He was told that he could bid if he wished, but the City is in the business and is making a profit. Connie Sheldon asked what would be required of him pertaining to sewer if he petitioned annexation. Bryson said the ordinance stated it was not required to hook on when unpractical. Mr. Bryson had a letter from the Masonic Lodge asking for annexation but held it up and asked for a special meeting on February 24 at 7;00 p.m. to discuss annexation of property belonging to Lodge, Sheldon and School. Bryson reported that Ators wanted $1200. for the 100' x 100 lot for the standpipe. Flournoy offered to negotiate with him. Mr. Clay stated that he had quit giving business to Roy Oliver-s service station because of lack of service and discontinuance of the 2¢ discount as other stations were giving. A permit was received from the Oklahoma State Department of Health for construction of the 500,000 gallon standpipe according to plans. Flournoy moved we adjourn at 10:40 p.m. Austin seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan. W. J. B on, Presi nt of the Board Inez H. Od ,Town Clerk
