HomeMy WebLinkAbout1964.03.02_City Council Minutes March 2, 1964 The Board of Trustees of the Town of Owasso, State of Oklahoma, met in regular session at the Town Clerk's office on the 2nd day of March, 1964 at 7:00 p.m. Present: W. J. Bryson Don Austin V. D. Duncan Inez Odom Josephine Downey President of the Board Trustee Trustee Town Clerk Deputy Clerk Mr. Flournoy was absent. He was out of town. The minutes of the last regular meeting of February 17, were read and approved as read. Mr. Bryson stated that Mr. Mansur's"report on Chicago Bridge and Iron Company was good but the contract could not be signed until the money was received. Mr. Bryson said that Mr. Flournoy had reported that $1200. was required to get the lot from Mrs. Ator for the standpipe. Mr. Grath c2.me before the uoard again and asked if the Board would put to vote again without a legal petition a revised service charge based on the method Collinsville is using in which $2. is charged the average household, with a scale in which old age pensioners would be considered with less payment. He also believed the high water tax killed the school bond vote. Bryson said he would give no answer now without doing some checking but would give an answer by next meeting. Duncan is for the vote. Austin said he is definitely and positively against having another election and in answer to Mr. Groth's statement of Ad Valorem taxes killing the school bond issue, "It is my feeling and I hate to give him credit but the credit goes to Mr. John Grath for the school bond being turned down, so I would like to give credit where credit is due. I also feel that Mr. Groth's fight against the the school bond issue was not a fight against the school, but a fight against the City because of the method of payment on the water bond issue. As far as I am concerned, it will take a legal initiative petition before we will have another vote for method of payment." Grath: "I am in a position like Ed Wells was. I made a plea to the Board. As to what I thought of the school bond, if you want personalities, Austin was the cause of defeat because of opposing another election on water bonds. I think the school bond was defeated because of the looseness in the way it was written. Don changed his mind about method of water bond payment without an explanation." Don said we had one election and that was that. Grath: "Do you feel the same way about the school bond?" Don: "No, the people did not know the facts about the school bond." ~~ March 2, 1964 Mr. A. H. Bryson said would have to be advertised for legal Mr. Sawyer sent word that we should make a motion to pass ordinance No. 46 and declaring an emergency on the annexation of Rayola Park owned by the Town of Owasso and located in the SE~ of the NE~, Section 30, Township 31, North Range 14 East, and more particularly described in warranty deeds recorded in Book 3844, page 342 and Book 3112, page 461, respectively, in the office of the County Clerk for Tulsa County, Oklahoma. Austin moved we pass ordinance No. 46. Duncan seconded the motion. Ayes: Bryson, Austin, Duncan. Austin moved that an emergency exists and that the ordinance should go into effect immediately. Bryson seconded the motion. Ayes: Bryson, Austin, Duncan. Mr. Bryson read a letter from Bill Green congratulating the Board on its stand against another election on method of water bond payment. Mr. Bryson said that if the Health Sanitation Proposal presented previously by Dr. Reed was accepted, it should be enforced very gradually. He suggested that businesses concerned should be given copies to use at their own discretion. He proposed that Mr. Sawyer draw up an ordinance on the Health Proposal. Bryson seconded the motion. Ayes; Bryson, Austin, Duncan. The purchase of an addressing machine was discussed again and it was decided to have several salesmen show their machines to the council at the next meeting night at 7:30. Dr. Reed said he wished to annex 40 acres of land on the east side of town. He was advised to advertise two times as required by law. The following claims were approved: Evan L.
