HomeMy WebLinkAbout1964.03.06_City Council Minutes March 16, 1964 The Board of Trustees of the Town of Owasso, State of Oklahoma, met in regular session at the Town Clerks Office on the 16th day of March 1964, at 7:00 p.m. Present: W. J. Bryson Don Austin V. D. Duncan Floyd Flournoy Inez Odom Josephine Downey M. S. Sawyer President of the Board Trustee Trustee Trustee Town Clerk Deputy Clerk Attorney The minutes of the last regular meeting of March 2 were read and approved with the exception, Mr. Bryson asked that the statem~rit of his giving an answer for another bond payment election at this meeting, be changed to no definite date. Mr. Flournoy suggested that Mansur & Steele should send us a copy of all letters sent to concerns who were asked to bid on water projects. The building of a jail was discussed with Herbert Hale, who was low bidder, but no means of payment was arrived upon. The Elliott addressing machine was demonstrated by Mr. McWilliams, and the Addressograph was demonstrated by Mr. O'Brien and Mr. Dalton. Mr. Rosecrans asked again for the Council to consider another vote on the water bond payment. Dr. Reed asked for the annexation of the following described property: The South Half (S/2) of the Southwest Quarter (SW/4) of the Southwest Quarter (SW/4) of Section Twenty-nine (29), and the Southeast Quarter (SE/4) of the Southeast Quarter (SE/4) of the Southeast Quarter (SE/4) and the East Half (E/2) of the East Half (E/2) of the East Half (E/2) of the Southwest Quarter (SW/4) of the Southeast Quarter (SE/4) of the Southeast Quarter (SE/4) of Section Thirty (30), and the North Half (N/2) of the North- east Quarter (NE/4) of the Northeast Quarter (NE/4) and the North Eighty Feet (80 ft.) of the South Half (S/2) of the North- east Quarter (NE/4) of the Northeast Quarter (NE/4) of Section Thirty-one (31), and the Northwest Quarter (NW/4) of the North west Quarter (NW/4) of the Northwest Quarter (NW/4) of Section Thirty-two (32) all in Township Twenty-one (21) North, Range Fourteen (14) East of the Indian Base and Meridian, in the County of Tulsa, State of Oklahoma. A plot of approxima.tel.y 40 acres. M r. Bryson moved we annex the land which is ordinance No. 47. Mr. Duncan seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan. Mr. Bryson moved that an emergency exists and the ordinance should go into effect immediately. Mr. Duncan seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan. Dr. Reed asked for the following described property to be zoned for commercial use: ~~ March 16, 1964 The South Half (S/2) of the Southwest Quarter (SW/4) of the Southwest Quarter (SW/4) of Section Twenty-nine (29), and the Southeast Quarter (SE/4) of the Southeast Quarter (SE/4) of the Southeast Quarter (SE/4) and the East Half (E/2) of the East Half (E/2) of the East Half (E/2) of the Southwest Quarter (SW/4) of the Southeast Quarter (SE/4) of the Southeast Quarter (SE/4) of Section Thirty (30), and the North Half (N/2) of the North- east Quarter (NE/4) of the Northeast Quarter (NE/l+) and the North Eighty Feet (80 ft.) of the South Half (S/2) of the North- east Quarter (NE/4) of the Northeast Quarter (NE/4) of Section Thirty-one (31), and the Northwest Quarter (NW/4) of the North - west Quarter (NW/4) of the Northwest Quarter (NW/4) of Section Thirty-two (32) all in Township Twenty-one (21) North, Runge Fourteen (14) East of the Indian Base and Meridian, in the County of Tulsa, State of Oklahoma. A hearing date was set for next meeting of April 6, 1964 after the requirements of Proof of publication and posting were met. The Masonic Lodge No. 545 asked for the annexation of the following described property: The South one hundred thirty two feet (132), of the south west quarter (SW~), of the north east quarter (NE~), of the southwest quarter (SW~), of the south east quarter (SE~), of Section nineteen (19), Township twenty one (21), Range fourteen east (14E}, of the I.B.M. C. A. and Marguerite J. Sheldon asked for the annexation of the following described property: W~ of the Se Quarter of the NE Quarter, of the SW Quarter of the SE Quarter, and the W~ of the E~ of SE Quarter of the SW Quarter of the SE Quarter, Section 19, TWP. 21 N, Range 14E Tulsa County State of Oklahoma, according to the recorded plat thereof. Austin moved we annex the two described properties in ordinance No. 48. Flournoy seconded the motion. Ayes: Austin, Flournoy, Bryson, Duncan. Austin moved that an emergency be declared. Duncan seconded. Ayes: Bryson, Austin, Flournoy, Duncan. The Board of Education asked for the following described property be annexed; The West half of the Southwest quarter of the Southeast quarter of the Southeast quarter of Section 30, Township 21 North, Range 14 East of the Indian Base and Meridan in Tulsa County Oklahoma, according to the United States Survey thereof. Austin moved we annex the property described with Ordinance No. 49• Duncan seconded the motion. Ayes: BrSrson, Aystin, Flournoy, Duncan. Austin moved an emergency be declared. Duncan seconded. Ayes: Bryson, Flournoy, Austin, Duncan. _ _ c (n~ •~ March 16, 1964 The following park rules were presented by the Park Board; RULES AND REGULATIONS GOVL~i.NIP1G USE OF RAYOLA PARK BUILDING: 1. The building will be open for use by any organization or group, subject to the rules and regulations as-set forth by the Rayola Park Advisory Committee. 2. An Events Calendar will be maintained in the Owasso City Hall. Reservations will be on a first come - first serve basis. Cancellation of advance reservations should be given at least one day prior to engagement. 3. Each organization or group using the building will be held responsible for any and all liabilities incurred during their period of use, which willinclude personal liabilities, and, or damage to the building or city property. The person in charge of the organization or group using the building will be required to sign for the group and in so doing assume full responsibility for said organization or group. 4. A $2.00 assessment will be made for use of the building. A $5.00 deposit will be required and refunded after satisfactory building inspection. 5. Each group will be required to leave the building clean, neat and in an orderly condition, following its use. A city official will inspect the building within 24 hours after each function. 6. The park advisory committee by authority of the Owasso Board of Trustees reserves the right to refuse the use of this building to anyone . 7. Failure to abide by the above rules and regulations will automatically suspend the privilege of using this building. Bryson moved we accept the rules. Duncan seconded. Ayes: Bryson, Flournoy, Austin, Duncan. Bryson moved we accept the bid of Chicago Bridge & Iron Company of X34,800 on the 500,000 gallon standpipe. Duncan seconded the motion. Ayes: Bryson, Flournoy, Duncan, Austin. Mr. Bryson stated that beginning April 1st, all city vehicles will trade at only one service station each month, in the following order drawn from a hat: Shamrock, Sinclair, D.X., Ap co, Phillips, Deeprock.
