August 3, 1964
The Board of Trustees of the Town of Owasso met in regular session at the ToT~n
Hall on the 3rd day of August, 1964, at 7:00 p.m.

The minutes of the last meeting of July 20, were read and approved as read with
the exception of changing Tulsa Police telephone number to Tulsa County Sheriff's
telephone number.
Mr. Wegner and Mr. Keske of Tulsa Planning Comr,~ission were present and explained
the procedure of planning for Owasso. They emphasized that Owasso would always
have the last word in any decision made toward planning for the town. They said
the cost to Owasso would be approximately X350. per year. They start the planning
by studying approximately sixteen square miles including the town of Owasso. After
discussion, the Board was mostly agreeable to the plan. Mr. Flcurnoy thought the
T?z1.sa Planning Commission should be investigated. Mr. "ustin suggested N`_iss Downey
write a letter to Skiatook and ask their experience with them.
Mr. Love from Mansur & Steele presented estimate No. 2 on '~,~aterworks Extentions and
Improvements. The Maim was approved.
Mr. Love recommended we pay the remainder of the Standpipe job, withholding 10~
until the job is entirely completed. Mr. rlournoy objected. The claim was not
approved.
Mr. Love presented a charge order No. 2 on contract MO 11-2 -- Waterworks Extensions
and Improvements. Mr. Luncan moved we accept the change. Austin seconded the motion.
Ayes: Bryson, Flournoy, Austin, Duncan.
Mr. Lansford, Engineer for Mr. Young, a developer presented a map showing approximately
35 acres of land one-fourth mile south of Owasso Road and East of the B;,~pass. He
asked the possibility of sewer and water for the development. The Boy=.rd offered full
cooper<;ticr. if the plot is annexed to the `t'own.
Mr. Sokolosky presented an application and a ;,25.00 check asking for commercial
zoning of the following described property:, belonging to the Catholic Church.
The North 330 feet of the West half of the
Northwest quarter of the Northeast quarter
of Section 30, Township 21, Plorth, nange
14 East, lying west of the right of way of
the paved hi`hway in Tulsa Court;;, State of
Olahoma, according to the United States
Government surve~~ thereof.
A hearing was yet for August 17 at 7:30 p.m, after proof of publication.
A letter was read from J. Ray Smit'r,, Fresident of Owasso Lumber Company offering;
to eYChange some of his land needed for Owasso Water Treatment Plant for the

The report of the Auditor was reviewed.
