September 21, 1964 The Board of Trustees of the Town of Owasso met in regular session at the Town Hall on the 21st day of September, 1964, at 7:00 p.m. Present: W. J. Bryson Floyd Flournoy Don Austin V. D. Duncan Inez Odom Josephine Downey Ralph Carr NS . S . Sawyer President of the Board Trustee Trustee Trustee Town Clerk Deputy Clerk Treasurer Attorney The minutes of the last meeting were read and approved with the exception, Mr. Duncan paid cash for his commercial zoning application instead of a check. Mr. Cummings presented an application with a $25. check for commercial zoning for: The South 25 ft. (twenty five) of lot No. 1 and all of Lot No. 2, Block 23 (twenty three) original town of Owasso, Tulsa County, Oklahoma according to the record plot thereof. (125 x 140 ft.) A hearing was set for October 5, 1964, at 7:30 p.m. Mr. Flournoy moved we vacate the following Streets: Carlsbad Street (60 x 140 ft.) between 1st Street and the alley. Carlsbad Street between the alley and the railroad. First Avenue between the railroad and Atlanta. Austin seconded the motion. Ayes: Flournoy, Austin, Bryson. Duncan abstained because of his interest in the street. John Groth asked about streets being repaired after water lines were put in by contractor. It was agreed t o let Mr. Sawyer write an ordinance concerning street repair when any streets are cut for any reason. Mr. Austin moved we do not pay Byrd Construction Company until streets are repaired. Mr. Isreal appeared and asked the Board to raise the fee for trash hauling and he in turn would raise the city commission from 20;$ to 25%. He presented an income and expense report. Mr. Bryson suggested we table the matter until it can be dis- cussed. Dr. Reed said he wished to move his trailer court from the present location to his property on 76th Street North, dust east of the School. He wishes to put in a septic tank since sewer is not available and agreed to hook onto the sewer as soon as it is available. Ordinances were read and discussed and it was agreed there were no ordinances to prevent him from doing so. Marguerite Reed asked for a stop sign beside her home at 8th and Atlanta. Clay was told to order six more stop signs and put one going both ways, at 8th on Atlanta. Duncan's property was brought before the Board for commercial zoning: Lots 3 and 4 Block 20, Original Town of Owasso, Tulsa County, Oklahoma. No protests were heard. Flournoy moved we zone the property. Austin seconded the motion. ti,~,r~.s: Austin, Flournoy, Bryson Duncan abstained. ~. 9 9 September 11, 1964 Mr. Austin moved we remove the Bethel Baptist Church application for annexation from the table. Duncan seconded the motion. Ayes: Bryson, Flournoy, Duncan, Austin. Mr. Flournoy moved we annex the property: A parcel of land situated in the SW corner of the SE ~, SE~ of Sec. 19, Township 21 North, Range 14 East of I.B.M., Tulsa County, Oklahoma, more particularly described as: 20 rods North & South and 20 rods East & West Containing 2~ acres or 330 ft. North & South and 330 ft. East & West. with Ordinance No. 51. Mr. Austin seconded the motion. Ayes: Bryson, Flournoy, Austin, Duncan. Let the minutes reflect that a letter was received from Cline L. Mansur suggesting the reservoir be dewatered and its interior inspected in approximately 11 months for defects to be repaired within the year maintenance provisions of the contract. He suggested a letter be sent Chicago Bridge and Iron Company accepting the 500,000 gallon Standpipe. The letter had been written and dated September 10, 1964. Mr. Bryson signed and mailed the letter. The Board discussed Mr. Isreal's trash hauling problem again and decided a raise would not be made to the customers. Miss Downey was asked to tell Mr. Isreal of the decision and if he wished to withdraw from the contract, she was instructed to advertise for more bids for trash hauling. Mr. Clay complained that some beer places were selling beer 'to go' on Sundays. It was discussed and decided there was probably no law prohibiting them doing so.
