The Board of Trustees of the Town of Owasso met in regular session at the Town
Hall on the 19th day of October, 1964 at 7;00 p.m.

Floyd Flournoy was absent.
The minutes of the last meeting of October 5, were read and approved as read.
Mr. Larkin Bailey appeared for annexation of his property. No protests were heard.
Mr. Austin moved we annex the property: NE~ NE~ NW~ of Section 30, Township 21 North,
Range 14 East, Tulsa County, to the Town of Owasso by adopting Ordinance No. 52. Mr.
Bryson seconded the motion. Ayes: Bryson, Austin, Duncan.
Mr. Austin moved the Board declare an emergency and that the Ordinance go into effect
immediately. Mr. Bryson seconded the motion. Ayes: Bryson, Austin, Dunean.
Mr. Keske and Mr. Wegner from the Tulsa Metropolitan Aeria Planning Commission brought
a resolution to be approved by the Board for their planning services, whereby we shall
contact the Housing and Home Finance Agency directly to obtain federal funds to be
matched by our town in the approximate amount of $350. per year for 1964-66.
Mr. Austin moved we accept the resolution presented by Mr. Keske and Mr. Wegner. Mr.
Duncan seconded the motion. Ayes: Bryson, Austin, Duncan. The resolution was signed
by the President of the Board and the Clerk.
Mr. Bailey presented an application with his $25. check for zoning his property:
NE~ NE~ NW~, Section 30, Township 21 North, Range 14 East, Tulsa County for
commercial use. A hearing was set for November 2, at 8:00 p.m. after advertising and
posting.
Mr. Sawyer presented Ordinance No. 53 pertaining t o vacating the following described
streets:
Carlsbad Street
Beginning at a point on the Northeast Corner of Lot One (1) of Block Nine (g) of
Greenlee~s Addition to the Town of Owasso, Oklahoma, thence South along the East
line of said Lot One (1) to the Easterly boundary line of the Atchison, Topeka and
Santa Fe Railroad Right-of-way, Thence Southeasterly along the said Easterly boundary
line of said railroad right-of-way to a point at the Southwest corner of Lot Nine (9)
in Block Ten (10) of Greenlee~s Addition; thence North along the West Line of Lot Nine
(9) and of Lot might (g) in Block Ten (10), of said Greenlee~s Addition, to the North-
west (NW) corner of said Lot Eight (8) in Block Ten of said Greenlee's Addition, at
the North Line of West Thomas Street, now West Second Street, in the Town of Owasso;
thence West along the South Line of said West Thomas Street (now West Second Street)
a distance of Sixty Feet (60 ft) aaa
to the point of begihning, EXCEPT a strip of land, twenty feet (20 ft) in width,
lying immediately on the north side of aline beginning at the Northwest corner of
Lot Nine (9) in Block Ten (10), in said Greenlee~s Addition, and extending to a
point on the East Line of Lot One (1), in said Block Nine (9), One Hundred Sixty
Feet (160 ft.) South of the Northeast corner of said Lot One in Block Nine (9) in

said Greenlee~s Addition, which is reserved for a public alley--all of said real propert
being within the Town of Owasso, State of Oklahoma, and according to the recorded
plat thereof.

Beginning at a point at the Southeast corner of Lot Four (4), in Block Twenty (20)
of the Original Town of Owasso, Oklahoma; thence West a distance of One Hundred
Forty-five Feet (145 ft.) to the Southwest corner of said Lot Four (4) and at a
point on the Easterly boundary line of the Atchison, Topeka and Santa Fe Railroad
Right-of-Way; thence Southeasterly along the Easterly boundary Line of said
railroad right-of-way to a point at the Northwest corner of Lot One (1) in Block
Twenty-one of said Original Town of Owasso, Oklahoma; thence East along the North
Line of said Lot One (1) in Block Twenty-one (21) a distance of One Hundred
Sixteen Feet (116 ft.) to the West Line of South Oklahoma Street, now South
Atlanta Street, in said Town of Owasso, at the Northeast corner of said Lot One
(1) in said Block Twenty-one (21); thence North along the West line of said South
Oklahoma Street, now South Atlanta Street, a distance of Seventy-five feet (75 ft.)
to the Southeast corner of said Lot tour (4), in Block Twenty (20), of the Original
Town of Owasso, the point of beginning, all within the Town of Owasso, and according
to the recorded plat thereof.
Mr. Austin moved we accept Ordinance No. 53. Mr. Bryson seconded the motion. Ayes:
Bryson, Austin, Duncan abstained.
Mr. Austin moved the Hoard declare an emergency and that the ordinance go into effect
immediately. Mr. Bryson seconded the motion. Nyes: Austin, Bryson. Duncan abstained.
Mr. Bryson opened the following bids on trash hauling service:

His bid was for each customer to pay $2.00 and he
would pay City 10~ for colle ction.
His bid was on existing prices but he said nothing
of the City commission for collections.
His bid was for existing prices and schedule. He
would pay dump fee and give City 15% for collecting.

Mr. Bryson moved the bids be taken under consideration, and the successful bidder be
notified in a few days. Austin seconded the motion. Ayes: Austin, Duncan, Bryson.
Mr. M. F. Reece, City-County Health Department said the services of his office were
available any time needed. He recommended compulsory garbage pick-up.
Mr. Harris, Northeast of town wishes to set up a meeting for his committee to discuss
water lines to his addition. The Board agreed to meet with him informally on October
26, 1964, at 7:30 p.m.

Mr. J. Ray Smith discussed water lines in Parkview Addition. He needs approximately
1675 feet which will cost approximately $2.00 per foot. He agreed t o furnish the
material if the City would install the lines (which would be about 50-50 cost to
him and the City) then the City would own the lines. The Board agreed that would
be a good investment for the City.
Mr. Bryson said Mr. Smith is entitled to some reimbursement on the pump station land.
Mr. Smith said he would leave the decision up to the Board.
Mr. Smith has a deed ready to present to the City on the ball park any time they wish
to accept it. Austin suggested we be sure we have insurance on the land when it is
accepted.
Mr. Duncan said we need another policeman very badly.
